Chat logging makes game unplayable
Chat logging has nothing to do with it. If it did, we'd have thousands of people with this problem. I'd be one of them.
My first recommendation would be to adjust your CCC and in-game video settings to those listed in the first post of Bill Z Bubba's stickied ATI Issues and Settings Recommendations thread. A?I still hasn't written a driver that will correct several problems they have with OpenGL.
Also, your sound driver installation is corrupt, as evidenced by the faulty date.
There have been a few video drivers released since the ones you have. There was a Catalyst 9.7 WHQL driver released in July that I've had no trouble with using an HD4850. The Cat 9.8 and 9.9 have been released as well, but neither was WHQL'd from what I can find. You can get the 9.7's at www.guru3d.com in the Downloads section.
The short version of the ingame video settings is as follows:
Turn off Vertical Sync
Turn off Anisotropic Filtering
Turn off Bloom
Turn off Depth of Field
Turn down World Detail to High
I would also recommend shutting down mirc and your Octoshape Streaming client while you are trying to get this sorted out. You may want to shut down Steam as well to make sure it isn't something with the Steam service causing the issues. I know that there were some issues with Steam a while back, but don't recall all of the specifics.

this happened when i turned chatlogging on. turning it off made it normal
try a disc clean up and defrag. i am also going to guess that there is a problem with the OS install. looks like a lot of (file missing) at the end of stuff.

Doubt it has any relevance, but have you tried archiving you chatlog folder and emptying it out? I do this with my chatlog and screenshots folders, just to keep them from getting bloated and making it easier for me to find stuff.
Doubt it would actually change anything, but what the heck.
D'oh! Something just clicked for me. You are running Windows 7 and have the game installed to the Program Files directory. Vista and Windows 7 have some problems due to virtualization, as well as needing Administrator rights for certain things like Updates and tries to protect the end user.
You can read a bit about it in Zloth's ++ Common Solutions and Posting Guidelines ++ thread that is stickied in this forum. Specifically, look at the section on Installation Issues and the one on Missing Files.
I keep forgetting about this since I NEVER install a game to the Program Files directory in ANY OS, unless the installer is so poorly written that it won't let you install to any other directory. All of my computers have a Games directory where I install games. It depends on what drives I have in the computer as to what drive it is on, but the directory name is always Games.

FWIW I run CoX under Vista and chat logging works OK. My CoX installation is in c:\Games nor c:\Program Files.
Did you actually get a log file TRT? It should have appeared in the "City of Heroes\logs\game" directory. If you don't even have the directory then the answer's probably no.

Chatlogging has never caused performance issues for me; then again, I've never used HijackThis or anything of the sort. Related issue?

Not noticing anything odd in taskmanager consumes same amount of memory as it always does.
But ingame it turns into a 3 fps slideshow.
