From Poison Pill's Thugs/Poison guide ( I haven't heard of any changes ):

Can you enhance any of the stats with IOs?
I don't know what the numbers are, but I do know that they're at 75% strength on a tier 1 pet, 100% strength on a tier 2, and 125% strength on a tier 3.
Issue 16 made me feel like this.

I miss the days when Noxious Gas would detoggle Granite and PFF. A must-have from the /Poison powers.
I'm still one level away from getting it but I'm curious to know...
Assuming I cast on bruiser
1) It's not timed is it? Meaning, as long as the bruiser is still alive, the noxious gas is on him.
2) Assuming 1) is true: If noxious gas recharges before bruiser dies and I cast it on my Arsonist, what happens?
If you're taking mercs, you may want to gas up the medic, and make his suicidal melee running tendencies useful for a change

I would use the spec ops. One my medic doesn't do the suicide runs more then any other of my mercs. They don't have cone attacks, and they have an melee stun.
Also I believe Noxious Gs has a 45 second duration, so impossible to perma, or get it on two pets at once.
Dirges
Detailed info only lists recharge time, end cost and range. There are no numbers in regard to what the debuff numbers are (-Acc, -Dam, -To hit, -Def, -Res)
