Best bang for my buck in fly
An extra slot in Fly would have the greatest effect since Fly has a much higher base +flyspeed than Swift.
Swift has approximately 1/10th the +flyspeed of Fly so you'll get about 1/10th the boost for each enhancement you slot.
The only positive for Swift is that it'll increase your Hover speed as well but the slot is probably better used elsewhere.
Put it in Fly and use a couple Blessing of the Zephyr IOs.
Increases flight speed, while reducing endurance, and has the added benefit of adding some ranged defense as well.
If you can't afford them and just want more fly speed, I concur with Dysfunctional, the slot should go in Fly.

In addition to the quality advice given above, also keep in mind that
some sets also have 5% improvement to all movement speeds as well.
Performance Shifter is a case in point - slotting two of those in, say,
Stamina gives you that movement bonus.
Slotting 2 Gaussian To-Hit buffs in something like Aim would do the same.

Also remember that there is a movement cap on Flight which tops out at 58 mph.

Pay attention to the combat numbers too. I notice on some of my lower level toons that their flight speed is capped with swift and flight speed IO's in both flight and hover. The speedcap increases as you level. A trick i use requires the Jump jet pack, that came with the GvE edition of the Game. It lets you jump up nicely and all, but it also gives a nice speed boost to flight. If you moniter the real numbers on speed you can usualy hit the the speed cap once you pop that power and thus see how far off you are. those slots may be better spent elsewhere at the lower levels.
At 50 my Defender is speed-capped with 1 flight speed in Swift and 2 in Fly. Also a couple movement speed bonuses from sets.
When i do my next respec i'm going with 1 slot of flight speed in each and use the GvE pack when i want to hit the speed cap.
i never slot Fly for endurance reduction since i always use Hover in combat, and Fly doesn't use much endurance anyway. For the first few years of the game Fly's unslotted enfurance usage was greater than base recovery. Now, it's barely noticeable.

If I have swift and fly slotted with 1 fly IO each and have another slot I could use to increase my fly speed further, would it be best spent in swift or fly? Thanks for any help.
