I hardly have as many as you. But of the 51 I do have, at least 30 of them could easily benefit from some power customization. But alas and alack, there probably won't be any sort of retro-fit option.

Even if you never thought about it, being able to customize your character's powers with multiple colors to match their costume or their theme is something that nearly every player will want to do, whether at level 1 or level 50. And since you can have different settings per power, and per costume slot, we wanted to make sure you could make the best of this feature when it goes live. To that end, every character in the game will receive a free Tailor session for every costume slot they have unlocked, when Issue 16 is released on the Live servers this summer/fall.

Good lord, I have one toon with 22 tailor sessions already with 4 slots and still haven't claimed the free Vet tailor sessions. This keeps up and I am going to be floating in tailor sessions. Granted, nice to have some options on my level 5 toons that I haven't bothered to do anything with since I had my first idea for them.
The takeaway message is: stake out your spot at the tailor today, and if you're on an older rig, look at the floor so the multitudes don't lag you out.
