2) I use /bind lshift+lbutton "powexec_name Teleport" which teleports you to wherever you click, while holding down left shift.
3) Unlike certain other games, you don't get banned here for just playing. If the xp ratio of the AE is out of whack, they'll fix it. Not punish everyone who've used it. I should add, though, that unless you have fund rapid-ding'ing, or have anything in particular in mind for once you hit 50, what's the rush?
4) You'll probably be best off ignoring the set IOs 'till your late 30s/early 40s. Or wait for 50. You should look into the common IOs though... from around level 20 they're equivalent to SOs, and they don't need to be replaced all the time.

They haven't made any hard and fast rules for farming, because the farmers have shown that they WILL find any and every way possible to subvert or exploit those rules, or come within the very limits of them.
With the smoothed XP curve, patrol XP, nerfing of debt and general easiness of the game, farming is not be necessary at all to get to 50. It's treated as an aberration, not the norm, and if you do anything you recognise as 'farming', you should be prepared to deal with the consequences.
The dev position is that "The AE is not to be used as a tool for farming or powerlevelling".

It's sad that this 54 boss farm is all there are groups for right now.
Though it IS a cool mission idea, even if it were not a farm. Just a field of boss types to kill. Feels like a good battle not just dropping them real quick like minions. People have to do their part and run their characters well. I don't really mind playing it except for all the comments calling it questionable ethically. If I had not come to the forums, I probably wouldn't suspect a thing, and I have sat out of exploits in groups before while playing other games.
I hope they just nerf Architect XP or something, because missions full of bosses are fun.
It's not hard to put together a real mission team if you use the Search function, make an effort and have some patience.
I'm expecting buffs to Maniac Slammers any day now.

Welcome back VKhaun. I remember teaming with you a year or two back on Pinnacle.
AE is a great feature. Just be careful how crazy you go with the powerleveling in it.
Positron himself said that if they deem that you have exploited the system to a certain degree there is the potential of having characters deleted and your account suspended or banned. Not everyone is being punished like that (I don't personally know anyone who has been) but it does happen to the most egregious offenders. No one is sure exactly what the cutoff point is though, they are deliberately leaving it vague so people can't go right up to the limit they set and say they are doing nothing wrong.
Your teleport bind question: /bind z powexecname Teleport
That will bind Teleport to the "Z" key. Just replace "Z" with whatever key you want it attached to and you should be good. There is a way to bind it to your right mouse button as well, but I don't remember it offhand.
Sets to look into for a Fire/Electric: Devastation, Thunderstrike, Decimation (single target ranged) Positron's Blast (targeted AoE), Scirocco's Dervish, Obliteration (PBAoE)
Mako's Bite, Touch of Death, Crushing Impact (single target melee) Numina's Convalescence, Miracle (the uniques will increase your end recovery rate if put in Health) Performance Shifter (I 4 slot Stamina with it, EndMod, EndMod/Recharge, EndMod/Accuracy, Chance for +End, it will work nicely in Power Sink as well, just leave the Chance for +End out in that case.)
There are other sets that will work, the ones I listed here are just the most popular and/or commonly used ones.
Also, I raise your root beer with a scoop of vanilla ice cream.

I remember you and will most certainly have a float later tonight in your honor. They should make that a two item IO set for heal powers, adding sweet creamy fizzy goodness to all who are affected.

3) You can farm AE, but don't exploit. Boss farms, and making bosses that have attacks vs. your strengths as far as I can tell is ok. I have an Ice/SS tank with 60% defense to smashing, lethal, and energy and well over the 90% resist to cold that I use to farm custom bosses with ice attacks. I could go AFK and foot stomp my way to 1500 tickets.
A good example of an exploit are the green hami mitos which didn't attack when they were level 49. They were removed. Chances are, if it's an exploit, it will be removed quickly so you won't really have to worry to much about exploiting AE.
4) Visit the Market Forums. If you play on Virtue, I'd be happy to help you out in getting started, and showing you how to make influence via the market and through AE. If you use AE, you can use tickets to get SO's. If you want to maximize your character, I recommend mids. It's starting to get a little out of date, but it still is decent to get an idea on which direction you should head. I would recommend trying to get ranged damage defense to 45%. Since your a blaster, I would try to keep distance between yourself and what you are attacking.
