Word on the street (or rather, the Tanker boards) is that Elec Armor is having Conserve Power replaced with what sounds like a fairly decent heal / regen / end conservation effect. See this post:

Also from the millisecond everyone was allowed in the costume creator on test:
Dark Rad blasts look cool.
