Softcapping SR on the cheap, and without Weave?
Why are you against Weave? Just drop SJ and take that instead. I'd do that before considering Maneuvers or Hover.
2 slot your travel powers with BoZs (3 slot if you want AOE defense), 6 slot attacks with ToD, Oblit, Mako, Thunderstrike, 5 Reactive Armor in Tough, etc for the positional defenses, put it all in Mids and adjust accordingly to get your positional defenses to around 45%. Usually I just target ranged and melee. AOE is personal preference.
I've never played or built out an SR but it should be pretty straightforward.
I'm sure others will drop in and post their softcapped builds.

First off, I think you can get by without a lot of the dual blade attacks. Blinding feint and then going into Attack Vitals combo is a good attack chain for just everything. If you want to fit in the large AoE, then you need to take 1k cuts, power slice and typhoon edge. That means you can get by with either taking 6 or 7 powers from the primary (you can skip confront, nimble slice and possibly blinding feint, though I wouldn't recommend skipping blinding feint).
I'd think about what kind of combos you want to run, but IMO Empower and Weaken aren't as impressive as the other two (Attack Vitals, Sweep).
Next, SR is easy to soft cap. Typhoon edge, sweeping strike, 1k cuts are all AoEs and can all take the very cheap multi-strike IO set. That gets you 5%ish of melee/AoE. The other thing you should do is take fighting pool. Boxing allows you to 6 slot Razzle Dazzle (stun set) for another 2.5% melee/AoE. And tough allows you to slot the Steadfast Res/Def IO. Just by slotting these you'd be up to 40% melee/AoE, and it's fairly easy to slot Mako's Bite/Touch of Death in your single targets to cap other positions.
Here is my Claws/SR that gets SR soft capped, just barely, but its there. There are some expensive IOs in here but they are for other powers, not defense wise.

The good news is you can soft cap without touching the fighting pool. The bad news is you will need maneuvers if you don't want it to be too expensive. You also don't need the weaken and empower combos. So you can drop the first attack. Nor do you need elude if you soft cap. It could be of use to give you faster recovery and have you zipping around like you just had a can of red bull and a double shot espresso. And just like what would happen if you did that, crash.
You can reach soft cap with fighting and pick up a little res to S/L. Weave would give you more def then maneuvers thus needing less bonuses. That means you will need to replace 3 powers instead of one. You may want conserve power as well with all the constant attacks and so many toggles running.

Here's a cheap DB/SR build. I had to dip into fighting pool, but didn't take Weave since you didn't need it. It's soft capped and has nothing really expensive.
The Mako's, Touch of Death and Steadfast Def/Res are the only expensive IOs. I avoided Blessing of the Zephyrs and Obliterations (though they make soft capping a lot easier). I *did* put int a Scirocco's set into the build and that can get pricey, but they're cheaper than Obliterations.

Is hasten really necessary with this build? I find that when alternating between the AV and Sweep combos I don't ever need it as they've recharged by the time I get back around to them. I was wondering if it would be better/easier to reach the softcap by just taking Weave instead of Hasten. I know that's against the point of the OP but I was just wondering.
I'm poor and trying to fix my DB/SR as well!
So I finally rolled a new Scrapper that I like, Dual Blades/Super Reflexes. It fits his concept perfectly and I love the feel of it. However, I realized about twenty seconds after hitting "Enter Paragon City" that it would be an INCREDIBLY tight build. SR pretty much requires you take 7 of the 9 powers (with Quickness and Elude looking VERY attractive) and there's a large incentive in DB to take 8 of the 9 powers (combos). Throw in a travel power and Stamina, and there's not much left. Here is my planned build (didn't bother putting enhs in, but I've followed general toggle and attack slotting in-game):

Set Bonus Totals:
I took Combat Jumping to help with the Softcap, and Super jump 'cause there was nothing else (though I could swap it out for Manuevers or Hover if need be). So my question is what will I need to rearrange/remove from this build in order to reach the defense Softcap. Some advice on what IOs to take would be great as well, though I really can't afford anything purple. Finally, I'd -prefer- not to take Weave, but if someone can give me an effective DB/SR build (or ideas) WITH Weave, I'll consider it.
