The servers with the most people on are.
Freedom
Virtue
The rest I have no experience with so I won't advise you on them. Also Virtue is the unofficial role play server. The reason I recommend these two is purely because there are always people running around doing something on these servers no matter what hour you play at.

... and when you get tired of the cybering catgirls on Virtue and of the mewling brats on Freedom, you could give Protector a try: nice cozy little server, a bit the worse for wear lately (the admins forgot to feed the hamsters...), but with a nice crowd of players.

Everyone is assuming you mean US server - is that correct?
I guess now that we have merged the US & EU forums, we now need to get that clarification before recommending servers, right?
Anyway - for the US servers, here's the rundown -
Last Server logged on
Least Server Load
Increasing Server Load
Highest Server Load.
Server load is roughly approximate to population, but not exactly the same.
Note that none of the servers are "dead" no matter what people playing on Freedom & Virtue try to tell you. Some servers are livelier than others at certain times of the day (I believe Justice, for example, has a large Aussie/Pacific Oceanic population).
Personally, I like the community on Infinity & Liberty, but I also have lots of characters on Triumph & Guardian.
My advice is to bounce around from server to server at the times you are likely to be playing and see what feels right.

Liberty, the true home of the pwnies.
Most who frequent the forums look down their noses on Freedom, but it is server with the highest population. It puts the multiplayer in this MMO. I think it would be wise to have at least two servers where you are active.
Words to the wise aren't necessary- it's the stupid ones that need them.

And on the topic of servers, another shoutout for Protector here. We run a lot of interesting events, like this weekend's Shadow Shard TF Marathon, Rush the Rikti (Rikti Mothership raids) on Wednesdays, and Task Force Tuesdays. We've got a great and helpful community, although any server has its share of jerks, and we're the home of the Jello Shooters global channel, which is the global channel to join if you're looking for teams, TFs, and general shenanigans on Protector.
Try a bunch of different servers until you find one that suits you-or make an alt on every server! You have ten character slots per server to work with from day one, and there's no rule that says you HAVE to only use one server. Also, check out each server's section in the forums to get an idea of the people there!

I have to put a good word in for Pinnacle.
Unofficially known as the "Drunk Server", originally because of it's tendancy to be the last server back up after maintenance. The population has since taken the title and run with it. This has a side effect of Pinnacle seeming to have the highest number of people per capita that play while inebriated. That can be highly amusing.
Drunken hijinks aside, Pinnacle's community is generally very friendly and welcoming of new people. There's jacktards on Pinn, but then again, there's jacktards everywhere so that's not really a downside. Pinnacle seems to have less than some though.
I second an above suggestion. Make a character on each server and play a little bit on each. That's a good way to find which server fits you best.
I like to solo and dislike huge throngs of people, so I stick with the lower population servers. That doesn't mean you can't find a team on them though, I generally have no trouble finding one when I feel like teaming. Also, if you're playing on a less than optimal system like I am, the more populated servers will cause some lag.
I dislike Freedom, but I'll admit that it's reputation isn't wholly deserved. Yes, there ARE more idiots on Freedom than elsewhere. But, that's because there are more PEOPLE on Freedom than elsewhere. There are idiots everywhere, Freedom is just more noticable because the population in general is higher. My dislike of it has little to do with that, and more to do with my dislike of the system crippling lag I experience when there is that much going on at once.
But, don't let my words sway you too much in any direction, if you find a server you like don't worry about the naysayers.

If you come to Champion, I recommend joining the global chat channel, BMT of Champion. It's a popular channel dedicated to players looking for (B)adges, (M)onster Hunting, and running (T)ask forces.

I'll say a few words for Virtue. Yes, the catgirls are a running joke and we are the unofficial RP server, but we're also the server that managed the 10 Minute Hami Raid and organized to drop 80 Rikti Dropships during the last Rikti invasion weekend.
We're a community on Virtue with a couple of larger groups that are very active and know how to organize server-wide events of all sorts from game play to purely social.
We hold Hamidon Raids twice weekly with Saturday's Raid often being popular enough for the server to run two of them. There are generally regular Mothership Raids once weekly. If you join one of the Global channels like VU2009, there are usually regular calls for TF teams forming and the like.
Really, just stay away from Pocket D, and 'ERP'ers won't bother you.

CHampion is great blueside, redside is quietish. You can form Imperious Task Forces and most things like that fairly easily. Pretty relaxed bunch as well.
Pinnacle is great too, both sides are busy and a fair amount of Task Forces, teaming, even a little PvP every now and then. There are quite a few nice SGs on Pinnacle like Lethal Ladies/Deadly Dudes (@Dakota Sunrise), Adversity/Animosity, Jagged Legion and many others.
Infinity is great red-side. Always brimming with teams though most do AE these days. They also have Rikti raids on some weekdays.
Those are my three main servers right now. Freedom and Virtue have a higher pop but you may lag etc once on there.
