Is this a good brute?

Do some reading and you should be able to find something you like.
If you're completely new to the game and you want fire, I suggest Fire/Willpower.
And one more thing, don't type in all caps.

One thing scrappers and brutes have in common is it is very hard to go wrong in picking your primary and secondary. They are all generally quite good. Pick something that looks cool to you, and have fun. Then, check out the guides and see how people go about building the brutes.
And exactly what Fitzsimmons said: don't type in caps. I don't like being yelled at.
All Brutes are 'good' and you can't go wrong with with any brute (albeit some may be a little toughter to play than others).
If you are new to the game, I would not worry about what is better than the other since there really isnt and end all be all combo, everything as upsides and downsides. The game is fun enough for most people to play different alts over and over again.
I would suggest going with that fits your imagined hero's theme at first. It is really important to have a toon you really enjoy playing as your frist brute. And you will enjoy playing something that looks and feels like the super you had in your imagination more than playing a toon that has this or that power because someone said it was good.

But yeah i second Willpower, its very newplayer friendly and is a decent powerset that goes with everything =]
CAPS IS CRUISE CONTROL FOR COOL
Anyhow I'd look at Willpower, Invul or Fire as secondaries, Willpower being the easiest to build and most newbie friendly.
I think as long as you take the time to learn the ropes and read power descriptions in the game, you can make an effective brute with any primary and secondary. One might say the real test of building a strong toon is how well one can use the tools given rather than squabbling over which tools we have.
