You can find them in Eden, Creys or PI easily enough. In FF, it's pretty much only snipers, few and far between.

If it's a "defeat them anywhere" (which it probably is since snipers are the only Nemesis spawns in Founders), you can also grab instanced missions.
Try Scanner missions in Peregrine Island, contact Maxwell Christopher for lots of Nemesis related missions, and also Serpent Drummer in the Rikti War Zone.
(Also the Natural Store contact in Founders Falls, but that is only available up to level 40.)

No, there are a few Nemesis snipers in FF - they mostly seem to be on the buildings by the river.

I know the sniper that operates from the awning about half way between the Vanguard base and the hospital is one of Nemesis's band geeks.
If your Nemesis hunt is for the Tailor, Eden is the most convenient place to go. When you get in, hang a right, then go down 2 blocks. Lots of Nemesis there.
Teams are the number one killer of soloists.
