Okay, got some crazy thoughts here so gonna just babble at what is currently 2am (when I started typing, wonder what time I'll post this?).
This may seem very crazy, but I'll say it anyway. First off, I seem to remember a Dev post or interview or something which explained that the Devs were thinking of taking down the War Walls, or it was something they may have been planning.. Don't quote me on that, but if anyone else can find a source that'd be awesome.
Secondly, it was revealed recently that rather than revamp zones the team would rather make new ones, so that would put out the idea of the War Walls being taken down. In light of there being enough space for a third option to start at on the character creation screen, would it not be possible for it to go to whichever reality Going Rogue is set in as a neutral start, and couldn't it also be possible that it may be a Paragon City without the boundries?
I know, crazy, but lets look at some other possible evidence which is likely the late night talking.. The CoH website revamp brought upon a background which depicts a high-resolution Atlas Park with a horizon and no War Walls (Link), which could suggest opened up zones. Similar, in the Going Rogue trailer it was be seen on a computer screen or through a window a city that looks very clean and very nice with, again, no boundries or giant blue glowing walls in the background. To me, it also looks like an alternate Atlas Park.
What if, in this alternate reality, the Rikti hadn't invaded and thus all the zones are pretty much in one piece (no Hazard Zones) and therefore the War Walls were never built. This would be a great oppertunity to test out what the development team can do and what can be done by the engine, imagine the whole of Paragon City in it's entirety and without restrictions.
Now, obviously without the Rikti there'd need to be a natural enemy force on that world. If it is Praetoria, then presumably there wouldn't be a 5th Column/Council/Nemesis as they'd be taken out with lethal force, but what about the next big thing/jello blob..?
I'll leave this to simmer.

I think this has always been accepted as being the rikti invasion ships in that the walls do come down but only for a temp timeframe.

Highly possible but without further information we cant even start to speculate on anything concrete. Never take anything serious from a trailer.

Purely coincedence imo, more to do with the fact that its trying to reflect the city part in "city" of heroes.

In a parallel world only the foundations are the same. Our paragon city map still has the airport on it if you recall yet we are yet to see any sight of airplane. There will certainly be similarities in which you can reflect onto certain zones (the globe would be a certain imo, since its known as the hanging spot) but i think we'll see a combination of zones into one big one rather than multiple small ones.

Tyrant remember has ruled that world with more force than even recluse could ours. Any force/threat that has ever stood up or challenged tyrant has met with failure, so we could only presume that our archvillains are either in hiding waiting for the right moment to strike or have already been defeated.

The rikti invasion temporarily dropping the war walls has been mentioned many times on the boards as a possible meaning to the 'war walls coming down' dev post - but I, for one, have never accepted that as the intended development behind the original statement.
It's just mentioned as it's the only way (to date) that any war walls have come down.
It is possible that it was the original intention, but I don't buy it without further dev statements. IMO The devs know better than to make statements about the possibility of removing the war walls if the rikti dropship runs were all they mean - it's just setting themselves up for a lot of unhappy players who feel a little duped.
More likely imo that either the removal of war walls was being looked at and deemed impractical, or that it is practical but a big enough change that it's not been implemented yet.

The dev chat on the US forums seems to imply that GR will co-inside with issue 17.

Into very hazy memory territory here, but I think that there was a dev post that pointed out that the war walls do come down for rikti invasions - though I don't think that they stated that this was what the original comments about war walls were referring to.
As such I've always suspected that the rikti invasion was more a handy get-out and that it was not the development that was originally hinted at.
IIRC There was a series of posts that went something like this:
Player: The devs said that the war walls would be coming down.
Dev: They do come down during rikti invasions. It's how the dropships get in.
This did point out that the walls do come down, but it didn't state that the original intention was merely to drop war walls for invasion raids. It may well be that the original intention was to develop much larger zones without war walls and game-jarring zoning, but in the continued presence of zones and war walls the invasions made a handy get-out that would get the players off the devs backs about this. In this case (and I'm not stating that it is the case, just that it is still a possibility as the dev comments retained some ambiguity) it's possible that larger zones without war walls are still being developed - possibly in the Praetorian Earth of GR.
Like I say, hazy memory territory for me, but I certainly recall this being one of the occasions when people were uniformly reading something into comments that wasn't explicitly stated - and I wasn't 100% convinced that it was the correct interpretation gaining weight.
Of course, having a reasonable eye for ambiguity may mean that the devs meant to confirm that war walls comments had always referred to the rikti invasions, but that slight unintentional ambiguity in their comments was picked up by myself and few others (who posted). Being pedantic can lead to some communications problems when interpreting statements from non-pedants...

There is a big gap between Burke and Kalinda now, however I haven't made a new villain (before today) in a long time so couldn't say if its a new big gap or not.
