Very unlikely but I have some random thoughts.
Summer Event.
Game stays constantly in day mode.
Ski slopes are turned into water slides and players must surf down instead of sking.
Stop the ritual mission - the COT are using the summer solstice to summon a powerful demon, they must be stopped.
Rewards
Badge - Sunkissed
Costume parts - summer themed e.g. Hawaiian shirts
Fire alert - due to the heatwave, fire alerts are on the increase.
Rewards (special for the summer event only)
Extra badges
Temp powers
water pistol (works like snowball)
summon fire imps (1 use)

Nemesis is the ultimate terrorist. He could sit back for a whole year, stand his men down for some RnR, and watch Paragon and the Rogue Isles tear themselves apart as they think 'Its all a Nemesis Plot'.

Again, I say, sand themed critters (and GM) similar to the Winter Horde that appear on beaches etc!
