Create an event that is the trigger for example a lot of patrols. For each patrol you add, one normal spawn does not appear. Add enough patrols and the map will be empty.

It's probably a bug, but I have found that in the issue 15 build on the training room, there are some standard mobs that don't scale with level: so if you use an custom enemy group containing those mobs and have the maximum mission level set low then no mobs spawn on the map.
Current prime culprit: DE: Lichen Colony (level 41-41).

Ding ding, that's how I did it. Map full of patrols (42 if I remember right) that spawn after you destroy the briefcase.
It was my first arc so I wasn't going for quality writing, rather test what can be done in AE editor and create enemy types that I have always wanted to fight.
Make sure that you guys report the bug.

No bug involved, that's just how spawn placement works.
I believe there is now also a setting under the Mission Parameters that you can set the map to spawn empty. For times when you dont' want the possibility of all those patrols actually showing up.

I'm not sure if anyone else has seen this but how do you make a mission map empty? I've heard about it a couple of times and witnessed it myself in the "Revenge Never Gets Old" arc by Gaspard.
Just wondering how do you do it.
