erm with 3 50 rechrage io in hasten you need about 105% global recharge on top of that iirc.

so that's basically what I've currently got plus the full 5x10% recharge bonus from purples plus a bit more.

i have currently have 58,75% global on my troller(ill/storm discontinued until they fix pet setds). Between that, hasten and geas i´m fine. Perma hasten while nice is absolutely not necessary.
With hasten 3 slotted I believe you need 185% recharge (or there about).

I have hasten six-slotted (because every little bit helps), and I find I needed 85% in recharge bonuses to get perma-hasten (so 155% with hasten).

on my ill/rad/ice troller i got perma-hasten with 188,8% recharge (hasten and meta included)
i checked its with 176,3% perma (119,9s recharge for hasten)

Perma somewhere along 177-179 with cast time included. With 175 it has a 0.3 downtime cast time not included.
Well, if you really want an alt with perma-hasten, having AM(rad) or siphon speed(kin) sure makes life easier.
Then again, there's plenty of dom's with perma-dom/hasten, so it's definitely not impossible, just rediculously expensive.
I think perma-hasten is nigh on impossible without lots of purples.
The good thing about illusion is that you can fit in the sleep, ranged damage and hold purple sets and can take an AoE in your epic pool for a 4th purple, and I went tough/weave on my illusion troller which allows an LoTG +7.5 in tough and the purple melee set in boxing or kick for the last of the 10% bonus' from purple sets.
Add a few 5%'s from doctored wounds in your 2ndry and you are almost there.
Be warned however that even perma-hasten won't give you perma-PA - that is even more rediculously recharge intensive somewhere in the 200% range I think (Including hasten)
Edit: Actually I am pretty sure that its around 220-230% for perma-PA, which I would think is impossible on an ill/emp and I can barely reach on my ill/kin.

Thanks for all the numbers everyone. The good thing about all of this is that it's re-kindled my interest in my Illusion/Empath who was languishing at 38 for over a year. Transparent Girl is enjoying all the outings she's getting (and all the inf that's being spent on her) even if she never makes it to the lofty heights of perma-anything!

To chime in; the most I found I could squeeze out of my own Illusion/Empath (whilst still keeping all the useful powers enhanced to reasonable levels) was 165% recharge (with Hasten) on [u]this[u] build.
It's worth noting that Phantom Army don't all disappear at once - they despawn one at a time. You can thus actually get "perma PA" with a bit less recharge than you might think. The 165% in the above build is more than enough for Perma-Adrenalin-Boost, which is what I was aiming for (and am really hoping does not get nerfed when applied to my Phantasm in the upcoming patch!!). The PA downtime of less than ten seconds was simply a nice bonus.
It was my first toon with just SuperSpeed for a travel power, but hasn't been as bad as I was expecting it to be (thanks mostly to the GVE jumppack!). I'd have gone Superjump if not for the attraction of an Empath with "Full PvE Invisibility" via [SuperSpeed + a Stealth IO].

Not sure how it functions as a controller build but it dose have perma hasten and perma phantoms without resorting to purple sets so probably using purple sets its possible to get a better if some what more expensive build.

Basilisks gaze are insanely rare and expensive, pretty much only gettable with merits if you want them at 30.
The purple pet set is very cheap hero side, and gives a better recharge to the pets than expedient reinforcements, even with the bonus to the recharge, which unless you need the recharge purely for perma-hasten, is something to think about.
Getting Perma-hasten is great (my domi has it) But in reality, getting close to it is just as good. Its about 105% global without hasten being up.
I'm not sure whether this should go into the inventions section or not but after a lot of dithering I've decided it's a bit more general than that.
So after a long time of not bothering I've finally started experimenting with IO sets and I've been trying to see if I can get my Illusion/Empath Controller close to perma-Hasten and perma-Phantom Army.
So far I've been focussing on getting perma hasten and the relevant numbers are:
4x 5% global recharge bonus plus
4X 6.25% global recharge bonus
3 lvl 40 IO recharge redux in Hasten.
The power attributes window tells me I have 45% global recharge reduction and 115% when Hasten is up. At this level I'm getting about 15s down-time between Hasten running out and recharging.
Does anyone know what I have to get the base global recharge to in order to get to perma-hasten? I've searched both here and US-side and although I can see references to perma-hasten I've not seen any definitive statements on how to get there?
I've tried checking out builds on Mids and so far haven't managed one that achieves a perma-hasten. I'm beginning to think I'm going to need purples...
