I'm not exactly certain, though Salacious or Lady Arete will likely know. Having looked about, the highest anyone has across the servers (US and EU) is 613, found here. Beyond that, going here and counting the badges yourself might help, even if it'll take a while.

Although they might be a couple you can't get like Passport and Bug Hunter or any Anniversary badges you might not have got already.

All my defeat badges are done, most of my achievement badges, I've just worked all my Ouroboros condition badges for the first 4 level bands. Only the PvP and healing badges (plus miscellaneous TF badges) to go.

Still bugs me that can't get Celebrant, as had it on my trial a/c that was bugged and couldn't upgrade.... Would be more, but was absolutley useless at the new ski slope... so got none there...!
