Big laser satellites are worth zip against all the organisations you're talking about. Orbital lasers suffer excessive loss due to atmospheric interaction and would be close to useless against current threats.
I'd actually say it's more likely that SDI doesn't exist. The UN is clearly a stronger organisation in the game world (Vanguard), and it's possible that nuclear proliferation has been rather more nailed down than in our world.

Nah, big, orbital anvils. Careful alignment and phenomenal targetting is required to hit the target, but the massive technology requirement is more than made up for when your enemy has an anvil land on his head from orbit.

Hm I'd prefer a massive fly swat. Giant fly swat would work. Just don't make the gaps too large. It's either that or stick to the guns and human accuracy which can be blargh but also can be good.

I was using the organisations as more an example of the higher tech-base rather than people to colony drop onto.
Actually, with the Rikti war, while those toys would be fun, chances are most of the money's not gone to 9000% defence budget increases. The UN certainly does appear to be somewhat bulked up, presumably as a result of the war. They'd be the only guys left with a real infrastructure, like the Vanguard were. Says something that they're nuclear armed of their own accord, and IIRC, the Shadow Shard Expedition's a UN expedition and that's seriously tooled up, and presumably well financed both for defence (Impervium doesn't come cheap) and reconstruction.
As for nuclear proliferation, I'd imagine they're seriously locked down due to the rampant brass-clad psychos, evil corporations, Vampire-Werewolf-Robot Nazis etc. Though Terra Volta seems fairly light on the whole security thing, given the number of attacks it gets.
We know the Russians have them and so does Vanguard, presumably most of the existing nuclear states are likewise armed. Rogue Isles appear to be, given the Warburg launcher, though you'd imagine some nasty, nasty repercussions. And heck, mad Science means nukes are so old-hat. I don't see many other villain groups with access nukes, but there's always Malta.

It's Malta. If they did feel the need to use one, there'd be no fingerprints or paper trail, possibly you'd hear about a 'tragic malfunction in transit' or something though.

Rikti invasions are world-wide at least. Due to them, Bush's popularity won't have suffered due to wars, due to the fact the only major one that happened was one started by Aliens, who did massive damage to all the world's military forces and a fair dent to the population.
At this point, it'd be Bush's leadership/survival during that point that would affect whether he gets re-elected in '04, considering that the bona-fide war hero McCain had already run in '00 and could be seen as a better choice at that time. (Plus, as Republicans go, he's fairly moderate, so would have a broad appeal).
