Atlas is a player hub. There's always someone there. 11 people in the busiest zone in the game, at any time, is pretty dire IMO.
I must admit i do not see a problem with the population on heroes side (Union). Teams still seem relatively easy to get for most level groups at the peak times that I play at. However, Defiant Villains is a different matter. Really rather deserted. No teams for my wonderful dark/sonic corruptor

Well, 4-6 AM isn't 'any time' especially for server where most players are from close TZs, anyone who stays that late/rises that early on weekdays to play computer game is well... Chronic insomniac like me (EDIT: Yes, I was one of those 3 
), or real fanatic. So, teen/low tens count at that time isn't any kind of disaser, IMO.
(and the alternative is server where "hottest" time is when you should have been sleeping... Been there, done that, hated it guts. All the cool events scheduled so that you can't participate, for one.)

Ain't dat da troof.
Defiant is my villainous home and it's never* been anywhere near as populated as Union heroes. As I seldom set foot in Union villains or Defiant heroes I'm never sure if it's server or game specific problem... I suspect a little of both.
* 'never' being during the past 30 months or so...

I think that depends a lot on your friends. I really don't have any trouble finding someone to team on on Defiant; on Union, nobody seemed to bother. Of course, the teaming on Defiant comes mostly from friends and SG mates, while I'm kinda stuck to PuGs on Union.
Real numbers aside, that leaves the impression that Union is about as populated as a desert. It is, of course, just an illusion, but that matters very little as it all comes down to this: I'm bored on Union.
