You are correct. Although it has fewer holes than most other sets too.
Given that it is popular anyway, is a buff needed? Edit: Certainly for the stalker version it is.
They might prefer to wait until its proliferated to heroes, and replace Conserve Power with a heal in the hero version, since scrappers and tankers get it in thier APPs anyway.

I await the flood of "omg teh devs gave blu side heelz, they h8 villunz!!!" posts. 
I would say yes it may be a popular set and there are certainly a good few elec brutes in the lower lvls but they seem to thin out the higher you go and those you do see normally have aid self
Hmm, most of the level 50 brutes I see around are Electric.

Most level 50 Brutes I see around are Willpower tbh.
I guess I'm the only Brute I've seen at level 41+ who is Super Reflexes. :3
However, my /electric Brute wouldn't mind a heal component somewhere...

Most 50 brutes seem to be WP now yeah, easymode set.
I got a level 50 /Elec brute in retirement now, cant say i suffered to bad from no self heal, only set i ever felt inferior to was... WP.
As it stands i think elec armour gives the least over all protection of all the brute armour sets (not sure about stalkers but i suspect its the same).
So my suggestion is pretty strait forward give Electric Armour the same Power Sink self heal that Energy Aura is getting with i13 i recon it would help elec armours over all survivability and also reduce the trend of almost all elec armour brutes taking aid self.
