PP can feel like god mode, throe simple statistic.

Simply put, the more power set combinations there exist, for a specific arch type, the more likely it is for an individual to find a combination that fits their play style. Thus making them feel more powerful.

Interesting point well put but while I been mulling this over what concerns me is as I see it at the moment these powersets where designed to fill diffrent team roles or at least perform certain roles in diffrence (ie tank-damage mitagation through resistances/def/healing brute-AFAIK(don't really do much on the dark side myself) Mitagation/Team protection through devatation of oppenents)
So given that (and someone with more experience could probably explain the similarities and diffrences in more detail) they are designed for similar roles but with diffrent ways of achieving such aims, so can you just simply port powersets across from one side to the other, given what I have said and also given diffrent inherent powers, So easily and expect the balance of the game to be mantained. Is the the cause of much swinging of the nurf bat (which has caused me some frustration, I dislike anger,confusion and tension). Perhaps it would be a better plan to redesign the powerset from the ground up in relation to it's 'family' and it's purpose within the team dynamic.

No, you can't. And that is not what they are doing. Power sets are being changed, to a greater or lesser extent, to make sure they are not overpowered on thier new ATs. They are clearly less worried about powersets being underpowered, since we got Electric Armor Stalkers.

Take the example of Regen. Since the number of hp/sec regenerated depends on base hp, if left unchanged this would clearly be better on a brute or tanker than it is on a scrapper.

This means they will have to do alternative versions before they proliferate this set. Which in turn means it needs more work, which pushes it down the schedual.

Other examples include sets with lots of Placeables (like traps). To port them they sometimes have to create new versions of the placeable entities with correct stats for that AT to get them to work correctly (or, in the case of Masterminds not really bother for some reason ans instead tweak end costs or recharge times). Traps would be far easier to port to Controllers rather than Defenders, for this reason (controllers could use the existing entities with Corrupter costs).

I now certain adjustments are made but is this really enough given the powerset was designed to fulfill an entirely diffrent role (or perhaps the same role a diffrent way) surely a complete rebuild from the ground up would be more appropriate instead of just tweaking a couple of things and expecting the new powers to be balanced within it's new dynamic. An interesting point though there may well be as many PP that underperform as overperform it just happened I observed the situation while considering 'over performing' chrecters of mine.
To take your example Praf what good is an END (I'm aasuming thats what Elec armour does as most elec sets seem to I could be wrong) drain secondary effect useful in toe 2 toe to an AT designed to hit and run, obviously from what you said I've got to assume very little.
What good fast small hits to a tank, what good stuns and mezzes to a brute (the mobs just won't last long enough) etc. etc.
I don't really know the AT set up dark side very well but the more I learn the more I doubt just Copying and tweaking is going to give us as well balanced and interesting powerset to use for our team role as taking the original powerset as an example an redesigning it to function well within it's newley assigned role.

They are only proliferating sets disigned to fulfill a similar role.

Oh, that is in issue 13. I here Regen Melee is a great tanker set. You pull off one of your arms and hit the mobs with it. A new one grows back though.
