Radiatian Emission - Possible Power Changes
Yeah i loved necros corpse exploder in dii and would love to see something similiar in cox as well. I agree the power is more a niche thing than useful in its current form.

Most people belive that Rads overpowered for Controllers already along with Storm and Kinetics and never should have come over as a secondary.
And you want to add a nuke into the set!

It wouldnt have to have nuke properties. Just minor/moderate dmg targeted pbaoe(the targeted corpse) with debuffs.
The point is that compared to other sets Rad is percieved as the best by most people. Adding additional damage/debuffs etc would increase the imbalance against other sets which would then need to be rebalanced as well.
As stated Cntrollers are supposed to be support ATs; Rad, Storm, Kin etc allow them to do far more already. The devs wont change a power to allow them to consistantly out damage Damage ATs - it's what they are trying to avoid not promote.

Why is storm thougt as overpowered? I like the set but i dont think it's overpowered.
Erm... let's have a look at some team only powers from other powers sets...
Empathy - Heal Other, Absorb Pain, Resurrect, Clear Mind, Fortitude, Adrenaline Boost - 6
Force Field - Deflection Shield, Insulation Shield - 2
Kinetics - Increase Density, Speed Boost - 2
Radiation Emission - Mutation, Fallout - 2
Sonic Resonance - Sonic Barrier, Sonic Haven, Disruption Field, Sonic Repulsion, Clarity - 5
Storm Summoning - O2 Boost - 1
Thermal Radiation - Thermal Shield, Cauterize, Plasma Shield, Power of the Phoenix, Thaw, Forge - 6
Lots of really nice powers there that I'd like to use on myself, but I can't. Fallout is great when used pre vengeance & pre mutation and is still good on its own.
Why not make Vengeance an enemy corpse buff? Oh that's right - game balance. Same thing here.

Actually your slightly off Jay, every power you listed except for Power of the Phoenix, Mutation, Falllout and Resurrect can be used on the controller tier 9 pets (except where mind doesnt get the pet)
Saying that there are many powers which are situationally useful, Defender primaries / troller secondaries are buff sets, and theres no reason not to have "team only powers" one could argue that taunt is team only, then theres Vengeance, granted a pool power, but still.
Since I only play Mind and Grav as primaries, then the heals are always team powers and the buffs are only useful half the time

Minor or Moderate damage is hardly considered a nuke...
It alreayd does EXTREME damage but its limited to allies only...
If it was enemies the debuffs would go weaker and the damage half.

Eye for an Eye freind...
Mutation is the team power along with the SelfAoE Heal and AM...
Fallout should be Enemey target based to give it high usefulness instead of very little.

Personally I can't really see a justifiable reason for a change (although I wouldn't say no to it). Every set has at least one "meh" power, some even have several (forcefield, dark blast etc.) and fallout is a lot more useful than some. I have it on my plant/rad troller because I had nothing better to take and needed a one-slot power to save slots for elsewhere. Just stuck a damage in it, though I might change it for a -tohit, it's only real use i've found is when someone dies right next to an AV, then the debuff is handy.

In your original post to which I replied there was no mention of downgrading the damage to moderate, you simply stated that you wanted to be able to use mobs for Fallout instead of allies; this would have made it a reliable nuke.
If you feel that Rad needs some love to improve its ability to solo I suggest that you try Forcefield or Emp 1st.
The change that you suggest would cause a greater imbalance with the other sets than already exists.

The best use I found for fallout on a controller is not to pick it.
/Rad has a real easy to use team buff, a weak but handy AoE heal and 3 (count them) 3 debuffs (all AoE).
Picking these 5 powers and using them 'correctly' already makes you 'uber'. And having either of your primary or secondry sets that 'need' so few powers is the indication that you might already have a powerful set.
Mutation - a power you can get by without in a team (unless you team with blasters and scrappers lots )
Choking Cloud - An AoE toggle hold that works well with Rad infection, however high on end usage and if you want to control stuff look to your primary set.
Fallout - So you couldn't protect your team by either mezzing, debuffing or partially healing it? Silly power when I think about it, is like adding insult to injury, you may as well say "Hey bad guys! You're crud a kicking Mr.FacePlant's rear, look......this is how you do it!" To kick a man when hes down is unkind, to do it to one of your own team-mates is plain poor form.
EM-Pulse - A fantastic AoE hold, but there's not many times when playing a /rad you'll think - "you know what? I could really do with no end for a lil while"
In conclution - A set with 4 'missable' powers that's still considered to be 'one of the best' don't need more love imo.

I was going to do a comparison of all the powers in each set but that would take ages and doesn't always tell the full story.
So as a comparison in game play:
An Ill/Rad has soloed Lusca (albeit with people bringing him insps) an Ill/Sonic hasn't and can't.
Ill/Rads and Fire/Rads can solo AV's /Sonic can't.
Fire/Kins are the best farmers in the game.
Fire/Thermals aren't.
Personally I would love the change that you mentioned except that I would want to keep the damage ( nuke ) however as others have said it's not justified; it's already the most complete secondary.
There are other sets that need attention far more than Rad!

Fallout is one of my fav powers ingame! Especially fun to use it on people who aint seen it before
Its meant to be used as a "revenge" type power. When used correctly it WILL turn a loosing battle into an I WIN battle. For a controller secondary power it isnt half powerfull too, has turned a team wipe into a mission complete many a times!
Yes somebody has to do something wrong to set the correct scenario up for it to be used, but there are many "oh [censored]!!!!" powers in the game designed to help you get out of sticky situations. Both fallout AND EMP are prime examples for this, so dont you be messing with my set! Damz solos, damz teams, damz likes!!!!!

Ok the topic discussed here is the secondary power set for Controllers regarding Radiation Emission.
Now this set of powers when observed closely is a very effective and useful set of powers and I have little problems with them. But I have noticed a small issue that gets in the way of gameplay which could be corrected all for the better...
The issue is the power "Fallout"
This power makes a ally corpse explode for damage and some debuffs. But the BIG problem thats obvius here is the fact that this is a team ONLY power. Now I understand that Controllers are said to be team AT's but I think thats a load of [censored] for players like me who Solo more than they team.
Sure ok so all Controllers (except 1 power set) are able to summon pets but the fact is when defeated they cant be targeted for use of this power ergo rendering the power inapt and only half as useful as it should be.
So the easy and balanced change to this power would be so that instead of targetting allies you target an enemy corpse to use the "Fallout" power.
Its fair and keeps to the role of this power set which is about serious debuffing leading to high damage (some buffs as well).
I know this change should be made.
