The intention seems to have friends play with friends and give them the ability to "catch up" through this "refer a friend". Remember, WoW is pretty much an "end-game" driven game. They already made leveling between L20 and L60 much easier to give players the ability to enjoy the new content faster.
The other twist is of course with their introduction of the Hero Class the Death Knight which starts at L55 (though it requires a L55 character to unlock it - I still think they should have made that a L70 character, but maybe that's CoX rubbing off on me).
