Pick up the single target immob, slotted for damage, and Air Superiority, they'll help a bit. Hold -> Immob -> Air Sup for maximum containment damage
If you have the Vet rewards they go nicely with Earth/Storm too as you can debuff Defense & Resistance with Quicksand and Freezing Rain so it will be far more effective. You might be able to pick up some Temp powers from Wentworths too for cheap which might help a bit as well.
Once you hit the 20s/30s slot Volcanic Gasses with Hold PROCS, because of the way the Hold works they'll fire off a lot (basically Gasses creates 4 vents which cast short duration holds every 6 seconds, so you have 4 20% chances of a PROC every 6 seconds with them).
Have Stone Cages (with some PROCs if you can afford them) by 35 and then slot Tornado for Damage and Recharge, spamming Cages with it to prevent knockback. Obviously this tactic clashes with Earthquake (and Freezing Rain to a lesser extent).
Personally I would just log an alt when you cant get a team. I had a similar situation with my Earth/Rad, even following the tactics described by Carnifax it will still be slow going and IMO not worth it.
I would create an Fire/Rad or Ill/Rad and level that at quiet times, they will solo well, be fun and IMO a far better use of your time.
Keep the Earth/Storm fresh for teams.

Earth/whatever is a pain in the royals at low levels, usually starts picking up after lvl 32 with stoney, depending on the secondary. With storm you should be able to solo and even farm at high levels since both sets can take lots of procedures of many kinds. Until it starts catching up, afraid that you'd better keep him stored until you find teams or be mega-patient mate.

No as the dmg is so low on it that any enhancers added will not increase the dmg percentage by very much at all.

This ^^^. If you want some damage from it you're better off slotting some procs (dmg and -res).

I would rather shove burning bamboo slivers under my toenails than try n solo an earth/storm b4 lvl32,its truly that bad.
