Havnt we already kind of merged?
This isnt really going to change anything is it? or does it mean when in CoV at Rouge Isle you can travel to Atlas Park and vice verser?

Nope. There was a one-time grant of the "other" game a while back, but otherwise we've been nominally separated.
Of course, you're right - not much of a change but its an interesting sign that they're doing this "for the IP".

It means that any code from any version unlocks both sides; hero, villain or GvE.

So long as it's not something silly like the LOTR one - where you can level up based on time offline - given how fast we level and the decent SK system in this game, it's hardly needed.

But since it was only meant to be Good vs Evil that was still available for sale you had to be very unlucky to only have one side or the other - or have had something like the PC magazine (might have been PC Gamer?) giveaway from last Christmas which gave CoH or CoV... i.e. it was cheap promo to get rid of old stock.
So that means that it's not really a big deal, which makes me think that the 'this is needed for what we are going to do later this year' is really the entire point of the press release. Get the CoX name some publicity and start the slow build-up of hype/anticipation for whatever they've got planned.
And referring to it as plans for the IP may just be a more business-like way of saying the game and background what we done thunked up all by ourselves.
Although saying IP rather than games does also open up the possibility of non-game tie-ins, but would they really depend upon CoH/CoV unity?

Is that an offline-character reward system or an offline character-reward system?
Guess that the former is the more you don't play the better your character becomes (but it reverts to normal once you log them back in).
The latter is we've got a reward system which gives your characters cookies, uber-powers and animated hair, but the system is offline for the foreseeable...

Joking, thankfully, and it is hardly needed.
Although the changes to the xp curve, the VEATs (giving an incentive for more CoV 50s) and the recent high level TF/SFs have had me thinking that we're very possibly seeing a move in CoX towards some form of endgame... I could well imagine some form of post-level-50 development being possible, though not necessarily involving levels/gains as per 1-50.

Lots of people moaned about that when NC did the CoH/CoV merge last year. It's pretty childish.
Like being upset because I bought a DVD of a particular film and now can buy the whole set for the same price. or I bought a plasma at £1000 and now you can buy them for £500.
I think and I said this a long time ago, they are going to merge the games. I think Villians will be able to go hero side (at great risk) and vica versa. And more.

There is a reason for the rejoicing in Paragon City and the Rogue Isles. It is official NCsoft has completely merged the two games into one game universe. All current subscribers who only had one of the games (City of Heroes or City of Villains) now have access to the features of both games. Additionally, all City of Heroes and City of Villains games for sale at retail or online will grant access to both games.
This is the final step needed in preparing the IP for future projects, to be announced later this year. Paragon City and the Rogue Isles have always been a part of the same game universe. When City of Villains launched in 2005 as a stand-alone game, it did not launch with an extra subscription fee, so there has always been this feeling that they are closely related. Whats different here is that NCsoft has taken down the barrier where players had to have a City of Villains serial code to make a villain, and vice versa. Now, it doesnt matter if you bought Heroes or Villains, you can make characters from either faction and experience their unique game content. Additionally, Heroes now have access to base building, which was previously only available if you had purchased City of Villains.
In setting the stage for our upcoming plans for the IP, we felt the time was right to truly consolidate the City of Heroes and City of Villains universe, said Brian Clayton, General Manager and Executive Producer. We have removed all restrictions that were created when City of Villains launched in order to make way for some really cool content and features we have in the pipeline. This is an evolution of the IP that lays the foundation for whats to come.
The most recent game update, Issue 12: Midnight Hour, launched in May and included a wealth of features, including a new Greek and Roman inspired zone, Villain Epic Archetypes, Powerset Proliferation, as well as more character slots so that players can try out the new character powers and Archetypes.
We know that character variety is one of our greatest strengths and thats why our players love to create new characters said Matt Miller, Lead Designer. Even former players who reactivate will be pleasantly surprised to see new open character slots waiting for them.
Uniting the City of Heroes universe enables the development team to focus on other features slated to come in future installments. Improvements to Supergroup Bases and raids, an offline character reward system, and the previously revealed Mission Maker are just some of the systems that will see the benefits of a unified City of Heroes game.
