I can see Dark Control... I don't see why it'd be anything like either illusion or gravity...
Take Dark Miasma (Defender/MM set)
Swap Twilight Grasp for a ST Immob
Swap Darkest Night for Tenebrous Tentacles
Change Howling Twiglet to remove the res.
Fearsome Stare comes earlier, ST Hold.
Change Black Hole to a AoE Hold rather than foe intangible
And either change the pet or leave it as it is, but I'd think remove its healing ability and a minor model change (lesser shadow imp thing).
Essentially take the controllerish powers out of Dark Blast and Dark Miasma and put them into Dark Control.

As someone who loves the Dark, yes to all of these. I already have a Dominator planned around this sort of idea, I'll be curious to see if it happens. You do know that Mercy will be flooded with Dark/Elec Dominators though, all wanting to be The Emperor.

Deathly Mist: AoE -perception, -tohit, 10% chance for Fear, 10% chance for Confuse, 30 second recharge. (Similar to Fire Control's Smoke)
Fearsome Stare (Same as Defender)
Howling Twilight: Mass Stun, smaller radius as other mass stuns, PBAoE heal from self (12% unenhanced), 180 second recharge, high accuracy, -tohit.
Black Hole: Mass hold, 8% chance for Intangible, 240 sec recharge, -tohit.
Netherworld Terror (Same as Spectral Terror with new look of all black/red/purple/blue)
Shadow Spirits: You summon three Shadow Spirits who follow you around as support. They all have low HP and constantly running Death Shroud and Oppressive Gloom, each one has a weak version of Heal Other and cannot heal each other, only you and nearby team-mates. Their basic AI is Defensive Follow and will work as if in the Mastermind's Bodyguard mode.

Thinking throe the dark sets from corruptor I can se many abilities that would fit dark control for dominators. Basing the power procreation off earth control.
1) I could not think of a range Immobilize in dark, but the Immobilize animation and charter animation could be taken from Tenebrous Tentacles.
2) Petrifying Gaze: Range Hold
I do not think the corruptor version does damage, so some minor tweaking would be needed.
3) Tenebrous Tentacles: Range (cone), Foe Immobilize.
Cone instead of Targeted AoE, would make the set more unique though.
4) Tar Patch: Range (location AoE), Target -speed, -res, -fly
Similar to quicksand, no -jump though and -res instead of -def
5) I could not think of a dark sleep power. So maybe a fear like Fearsome Stare could do in a modified version.
6) Dark Pit: Range (targeted AoE), Foe Disorient
Replacing Stalagmites, some minor tweaking would still be needed.
7) Again I could not find a similar dark power (Location AoE knock back) but there are KBk powers in dark, so a cone KB like Torrent might do for a replacement.
8) AoE hold, should be easy to make using Petrifying Gaze for the hold graphics.
9) Dark Servant: Pet
An obvious choice unless we dip in to the MM primary for graphics.
And that is not even stealing control powers from the Soul Mastery patron power.
The biggest worry for dark powers for dominators would properly be it would be to ghost widow like, and thus remove some uniqueness from a signature villain.
All have been asked for before and are very likely in time.
Although I'm thinking that Electric Control might arrive before Dark Control (and with both only useable by 2 archetypes out of 14 I wouldn't expect to see either that soon) and Blasters might get Dark and Rad blasts without a matching secondary (e.g. Sonic and Archery have no matching secondary for Blasters).

Ive seen that there are already a range of dark powers, but theres 3 things they have missed out, I have them here:
DARK CONTROL
Similar to Illusion and Gravity control, but negative energy attacks
DARK ASSAULT
A mix of dark melee and dark blast, but more coned attacks than single target attacks
DARK MANIPULATION
like dark assault, but containing more AoE and single target holds and blasts
Most of these powers are re-used or based on different powers, please tell me what you think
