Rikti don't do all that much psi damage really. Non-granite stone is just made of fail (not that granite is much better), if you really want psi protection WP is a superior set. You'll really want to focus on energy and lethal damage against rikti though.
WP does alright against Rikti there's not much WP fails against. The thing you have to watch out for most with rikti (as MaX said) is EN, so any tank can do it. Their S&L is high burst but not high over time and the psi damage they do is actually fairly feable. What they put out though is good continuous EN damage. Not really high busts of the stuff but it is what will kill you.
My spine/inv scrapper can herd +2 riktis without much effort and he has 0% psi protection

Have Tanked the LGTF without support (read: everyone else was a damage dealer or only buffed their henchmen) on my INV/SS multiple times. The energy damage is fairly constant, but it's low... High S/L resistance is not to be sneezed at. Only thing that stopped me herding +4 "normal" Rikti was the aggro cap.
The only Rikti that genuinely give my INV tank trouble are the Elite Boss "Horsemen". And they're survivable if you have End Drain resistance or click Unstoppable. The Psi damage Bosses are infrequent and very easy to Knockdown/Mez when they DO crop up. Drones are fairly annoying, but PBAoEs, Rage or Focussed Accuracy will hit them through their high Melee defence.
I believe dark armour is weak against NRG, so probably isn't the best option for anti-rikti. I would go for WP.
For secondary, most rikti are resistant to S/L and NRG, so go for Ice, Fire or Dark Melee.

I remember being shocked when my DA brute hit the rikti levels cause I thought I'd walk them with my psi res. But I was wrong. They didn't cause me massive amounts of problems really but they suprised me.

Rikti Psi is mostly mezzes. Never had any trouble with them playing an ice tank with no psi res/def.
It's only pychic clockwork, rularuu and some arachnos who will rip you apart with psi damage.

I've played Ice/EM and Fire/Ice against Rikti, neither had any real problems.
Based on my experience any Tank will do fine!
You'd be better off choosing a tank based on your playstyle - whatever you choose will do well as long as you spec it right.

Thanks for the advice all. Hmm now I really am confused... wanted a Dark/ tank becuase I like the idea of it... but I want a anti-rikti themed tank too and I really don't want to make two... might make one now and another when i12 hits and see how that goes. 
Any of the Tank secondaries besides Dual Blades get any funky Rikti/Vanguard style weapons?

Checking my current build for me DM/DA scrapper, I have ~ 24% nrg rez which isn't that much really. I'm assuming that the tank DA will have higher base numbers (the scrapper base is 15%).
I know with slotting different IOs I can get over 30% nrg res, but it's still no where near the rez you have for other damage.
Having said that I've never had an issue on the LGTF with my DM/DA even when there have been no tanks and I'm being trying to hold the agro DS & OG.
I would say the DA tank would be fine in a decent team. Plus you have one of the most powerful self heals in the game.
If you have a decent team any tank will do the job well, in fact I'd always favour ice on a decent team cause of how sticky it is, nothing slides off it

I'm planning on rolling a tank in the not too distant future. Having attended several mothership raids and seeing my low survivability on my regen I'd like to create something that can tank rikti with ease. However I think that Rikti do lots of Psionics in their damage, so what would the best tank for rikti be? I looked at all the sets using Mids, and only Stone/(without granite) and WP/ seem to have any decent psionic resistance/defence.
Is stone without Granite feasible to tank EB/GM/AV rikti?
Same for WP?
Or would I be better waiting for i12 and make a dark tank with high psionic resistance?
Or am I missing something?
