This one's a set bonus, needs to be 33 or lower. Which isn't a problem, since Karmas only go up to 30.
Things also to look out for/get:
Accolades: Geas of the kind ones. Gettable at level 30, massive +Tohit, +Recovery, -Defense.
Phase Shift Temp powers (Craftable one and Warburg one)
Pets: Warwolves, Amy and Shivans.
Armor Temp Powers: Cryo Armor and Wedding Band. "Safeguard reward" ones too if you can be bothered.
Other Temp powers: Stuff like the "Beanbag Launcher", anything that is ranged and can mez.
Set IOs: Aegis Unique IO (Mez resistance). Needs to be level 33 or lower.
When i11 hits, you may also want one of those "+Perception" global unique IOs from the ToHitBuff sets.
Also might want to look into the new Purple IOs that're meant to keep set bonuses regardless of level.
Other: Flight Pack(s) from Safeguard missions and/or the normal missions ("Antigravity Matrix")
Also, if you're REALLY determined to have a slight edge, consider making your origin "Science". It gives you a power with a 50% chance of "sleep", which is one of the few ways you can toggle-drop an FF or Sonic.

If you are dual logging its quite possible to get the atlas medallion at lvl 1. takes a couple of hours but you can find enough vampyri and war wolves in Founders falls. Not that theres much point getting it at lvl 1 but just so you know you could have it really.
Don't rely on always having those accolades at a low level.

IIRC that's more in response to Castle's statement that essentially said they've "no plans to do anything about them at this time, and the relevant teams are all busy anyway".
Personally I'd like Accolades to be available at any level, regardless of when you got them. (And this is coming from someone that's gotten his Stalker every possible accolade villainside before level 30... I wouldn't feel that effort's been 'wasted' if the change was made, I just really don't want to have to go to all that bother again on every CoV PvP toon... safeguard farming was bad enough, but paying off debt badges *sucked*)
Actually it was more along the lines of he doesn't know if it is or isn't being considered as that's not his area but even if it was, it will take a while to be implemented as the teams are busy. Either way it's not going to change anytime soon but it does, at least, appear to be on their radar.
I totally agree about the debt badges tho and not forgetting the damage taken one.

Another quick question.. If I slot Powers that I take at lvl 32 and onwards.... Like "Hurl" and " Unstoppable" and I slot them with lvl 30 IO's Do i get the set bonuses from them even though the power is not available when in Sirens Call?

Purple IO sets are the exception (in principle they should give you a set bonus even when exemplared down to lvl 1) but apparently these are currently bugged.

Okay, what I would like to know....
I am looking for a project list, badges and accolades + bonuses that I could collect to buff my Tank for Sirens Call. He is lvl 15 at the moment and I am powerleveling him with my own Fire/Kin. (love that my comp runs 2 account at once =D )
But on the way I want to pick up as much as I can that will help him become... Undroppable!
(ps. gonna be farming, Influence is no object)

I know that set bonuses have to be within the level of SC to be effective in there, but at lvl33 the % is not as great as it is at 50.... So i was thinking 6 slot powers such as Temp Inv (3 lvl 50 IO, no bonus + 3 lvl 33 IO's purley for the set bonuses)
Thoughts... ?
