Sorry to hear about your loss of salvage 
This happened to our SG a while back, we were only a smallish SG at the time & we found a new member was taking salvage from the racks & passing to a member of a different SG. The racks keep a log of who places & who takes what so this is very easy to track.
Our solution was, all levels in SG can places salvage in racks but the lowest rank (member) can't remove salvage from racks.
Once a member has been in the SG a few weeks & we feel it is a member who is valuable & willing to participate in the SG we promote them up one level.
This means new SG ppl have a few weeks on 'trial' in the SG, we never had a SG member complain about this or have any difficulty with it. They all understand & see it as good for the SG.
Our base is nearly completed & we have loads of salvage to spare so we would gladly help you with the 'salvage recovery operation' 
by donating some of our spare salvage. You can contact me ingame @Xtream, we are a Defiant Heroes SG called The Balance.
Best of luck with future recruiting, remember there will always be a few ppl out there like this but as you can see from the responses to your post there are always more ppl willing to help out when something does go wrong.

I think we played together a week or so ago 
We have came right with enouth salvage to carry on and do not need anything specific at this point.
We run a simular promotion and access in that members can not remove items from the base untill they reach 20k at which point they are promoted.

Since I9 salvage thefts have become very common now, if it happens well the advice is that you should just get more salvage, keep putting in the salvage, and keep doing that forever. Although you may get stolen from, it can put a big dent in the SG for a while but overall you eventually get over it, and you rack is filled once again.
Sad thing to see when players decide to steal from SG's. The way i get around it is by not allowing the certain promotion be allowed to take from it only add. I think at the moment u must be the 3rd rank after joining. This has been the best way for me as most people who steal salvage either want to take salvage after the 1st promotion and leave or ask for a promotion straight away as some1 tried with me . Hope this helps

Edited to reflect the fact that IM isn't actually quoting the general opinion here.
this is just a quick note that since this thread was started the union leaders channel has been started back up by myself @bru and @maxpowerz, @von and @far-seer, we are there to do our best to help with situations like salvage theft even if it is only give advice and help replace what was stolen
every sg is welcome to get either there leader or somebody given permission to speak for there group to the channel contact any one of the globals mentioned above for an invite.
as for what to do if anything is actuly stolen from your group, the official dvice is report it who dun it and what they have taken suport wont garentee you get it back but it helps them track and see if one person is doing it over and over thus greifing and then they can take action against the acount

But it is really a pity we have to do this in order to avoid stealing. Many new, good players cannot take our much-needed enhancements in their first levels because of this limitations. So their first contact with SG is a club where only veteran members have true benefits. But I have to agree that limitations are necesary to avoid stealing.
But it is a pity. And I dont like it.
If you frea salvage theft, have a SG leader register new applicants @global upon joining, being able to be tracked across all servers generally curb most larcenous tendencies.
