At 2 million I could probably afford that easily and right now every little helps on heroes (spent 128mil on my blaster at the weekend and she still needs more)

128 mill will do for the 2 uniques to slot in health and 1 lotg... and that's it... yeah i guess it needs much more 
I only need the one in health which I already had thanks to a lucky TF, it did for one Scirrocos Dervish Set, one Crushing Impact set, one devestation set and a couple of randoms to fill the others. Have two more scirroccos dervish sets to buy a possitrons blast set and that unique Lotg which you mentioned.
I'm sure it was cheaper back when I outfitted my defender I only remember spending about 250 million but to buy it all now........... ouch

Setting up my controller only took about 40million, but he's by no means "perfect"....just acceptable.
I'll make him completely bad [censored] when I've got the IO badges and are just letting the inf roll in
As a grav/ff, I don't find much use for the health uniques.

I have 5 unique now, 5 LotG and 3 full set doctored wounds.. luckely all bought before all prices went sky-rocket high 
Although CoV seems quite alot cheaper then CoH luckely

Yea 200 million ish gets you fully sorted in CoV. Maybe a bit less if your not a manic bidder, like me
Have 90 million sat on my brute for when she turns 42 but that's all I've managed to save on villains due to there not being many alts I want to play.
I have both brute primaries I like already, both brute secondaries that I like ( though I realise that Elec/DA would have been so much sweater now ) and Two MMs (both Dark as I went off TA in a big way and remade, traps and FF are too pasive for me and I cant get the feel for poison. For me its like Kinetics, love teaming with them but cant stand being the person playing it)
I dont really like corruptors, though I keep meaning to try a /Cold cause its the best support set in the game in my opinion.
Stalkers make my teath itch.
Of course if I could play a villain Nictus............. but nah, they dont exist
