Hmm.. I would go with /ss for me.
Footstomp and KO-Blow just make it.
I have played both up to the high end and both are fun energy is a late bloomer so you will benefit from tanking more and scranking less but and the pink ponpons may be an issue to.
But come 35 and 38 footstomp is all but forgotten 
and whirling hands is not a bad power i reccomend it to all -/energy tanks. But my favorite is super strength i must admit.

For in i would say it dont really make that much difference, SS compliments sets like fire well due to the ability to hold the badguys in your AoE's well with Foot Stomp. But since Inv has no Dmg AoE thats a bit of an academic point.
Enegy Melee if slotted correctly can out Dmg some scrappers and the Endurance usage isnt too bad either, also the Animation times of the powers are similar. Total focus is a long animation but i wouldnt say any longer then that of Knockout Blow, where Energy Transfer is Quite fast, as is Foot Stomp. Whirling hands is quite tasty purely from the +stun effect point of view, were i would say EM has the Upper hand would be during solo play, when the mobs arent too big and single target tanking is probably more appropriate.
Knockout blow is a very sexy power mind you, the animation is cool and you can compete with your mates to see who can knock the bad guys highest into the air =D

Planning on a new tanker and was whondering what was the most fun, super strength or energy melee, already have a inv/ss tanker on 50, but I found ss to be quite enjoyable, atleast at 40+. Never tried energy, the animations and effects seems a little..Eh.
