It is 1,000,000,000. The second number you describe is a trillion (check here to see if you get the numbers right). Next badge is at 2,000,000,000.

Erm, the second number I describe can also be a billion, it is a British billion. A billion can mean a different amount in different parts of the world, as this is a US game I assumed it would be a US billion (1,000,000,000) which it is. Oh and you can check that here

Being the game american, it is the first figure, the second one is a proper billion on mathematic terms which are subjected to the Metric System. If I recall correctly, the first figure was adopted by US and UK in economic terms due to the stength of their currencies.


Edit: Mmm, now that I think of it, I am not sure if the economics was the reason for the first figure or it is just the Imperial System billion, I'll google it sometime

Actually, both billions are of French origin. The first being the Long scale billion, with 12 0s. This scale uses multiples of millions. The short scale was later introduced based on multiples of a thousand. Short scale slowly took over and is the most widely used and, although the UK is still officially using the long scale, government figures adopt the short scale for easier use abroad. The stock market still uses many long scale abbreviations.
