Well, go with concept first is my motto.
Personally, I'd say power boost and Short Circuit - simply because power boost is a far more versitile power - but it does depend a bit on your primary.
Sheilds aren't necessary. However, it all depends on who you are facing and what your team is like. I wouldn't worry about NOT taking them, but personally I veiw them as a handy power.
The reason i asked this question is my primary honestly. This one will be Rad/Elec ('til i see SC in action i didn't like this set). I looked the RedTomax and Power boost won't give any back-up to debuffs.
I am planning this one for AVs in mind. I think End drain can be pretty handy with debuffs of radiation. So both Power Epic and Electric epic will work fine with me.

I have an Elec/Elec blaster with SC and power sink and I cant drain an AV. Only one I did drain was when I helped out a lowbie group taking on an AV.. at my level (40) I still cant seem to drain an AV.
End drain is not viable against AVs but it can work against some foes if you have -recov (which /elec does) and I would also vote for Power since PBU will also work with several of your Rad powers (holds, slow, heal, etc.). That's what I plan to take on my kin/elec anyway, including the shield which can never hurt.

AV's have infinite endurance iirc.
Hmmm that's leave me two choices versus AVs then. - Recharge of Psychic Blast, - Res of Sonic (which i don't want to take because i have a Sonic Blaster).
AV wise I think -res would be more helpful than -rchg because you'd have to stack a lot of -rchg to make it noticeable, while the -res is more useful since your team will take advantage of every single debuff you cast on the AV while they keep pounding him.
If you don't want to go the sonic way because of your blaster, maybe Dark would be an option to debuff the AV accuracy.
rad/sonic is awsome for av slaying. It's nice in pvp too
My Rad/Sonic has Power Build Up and it shines when it is used with EMP Pulse! It doubles EMP's hold and endurance drain (great on bosses). If you became Rad/Elec it would be even better (Power Build Up + EMP Pulse + Short Circuit).
Power Build Up does not buff your Rad (or my Sonic) debuffs, but it increases your end drains, holds (Chocking Cloud, Tesla Cage), Vengeance*, healings... I found it very useful.

It does buff some debuffs, Jirou. It buffs tohitt and def debuffs, but not damres debuffs.
Cause Def and Tohit are considered secondary effects but Dam and Res aren't

Not to mention its a build up aspect as well, so it also buffs damage and accuracy..
For a */Elec defender which epic is better. I am asking in endurance drain aspect.
So Power Build Up+Short Circuit can macth the Power Sink?
And what will happen if you don't get shield from epic pool? Are these shields that cruicial for survival? I mean you live with out a shield up to lvl 45.
