No, you should delete it and start a brand new lv1 Ill/Sonic troller 
If you don't like it, delete it. I would never keep a character I didn't like. What's the point? Only one I don't play much but won't delete is Calamity. She was my first lvl 50 and has some sentimental value. Other than that, I'll only keep a toon if it's useful and fun to play.
Has to be said that I like my scrapper, never been too fond of melee toons but she works well, BS/regen. Don't know about tankers, that's one AT I have never managed to get to work convincingly. Probably just my play style though.
If you still got space on your account, leave him. Some day (like allways) devs think up new fixes and changes that makes him interesting again. My firetanker had been hibernating for months, recent fixes and i did 3 lvls 
I basicly never delete toons if i dont need to, even my PB (lvl22) i made straight after my first toon hit 50 is still lingering in my account.
Just use him for the 'dude i'm freaking bored but i wanna at least lvl something' moments.

I have a DM/Regen that's been at 35 ever since I rolled the DM/SR. I'm not deleting her until I completely run out of room on my two accounts on both servers. She's got good memories attached to her and an absolute ton of costume tokens should I ever decide to play her again. She also has the witches hat from that dull TF that I dont particularly fancy opening up on any other alts

Leave him if possible. If you need inspiration with his build then shout out on the controller forum.
Also, a respec can breathe new life into a character. Try messing about with your power choices and see if that makes any difference.
Got a 36 Ill/Sonic Controller...something tells me I don't like him and don't want him...should I start over again with a Scrapper or Tanker?
