There isn't one best one, all them are good realy, personnaly I play a BS/Regen and that is quite good, i've heard BS/SR is too and Spines/Regen, also MA/SR is good.
Theres's not one specific imo. Against blasters I'd say Ma/regen or Spines Regen. Against trollers, Spines/SR prolly. Against MMs, dark/sr... and so on
Dark is handy because you get Touch of Fear, which hardly any toons have Res to, which makes it very useful.

Spines regen, best overall without a doubt. Tough as nails to kill and good damage cause they can bring all reds.
For soloing in zones I prefer spines sr, but generally spines regen is the best PvP scrap.

Im not good on scrappers, but DM/regen or DM/sr is very good PvP set for a scrapper
oh it has to be spines/regen! quills will stop any stalkers..... and impale will stop pesky runners build up a couple reds and ripper.... there dead and you can use IH for instance to take brutes and MMs

I have a spine/DA, a BS/Inv a claw/regen, a DM/MA and a BS/regen, and it's the BS/regen that kicks the most butt in PvP.
Right up until the point you run into someone with high slash/lethal resist, which is unfortunatly quite common among the melee types.
It depends on where you PvP..
In bloody i'd say /SR. and maybe with BS or Spines.
In Sirens i'd say /Invul with BS or Spines
In Warburg i dont even have a clue 
I RV its BS/Regen IMO they rocks once they gain fucused acc. But also BS/SR cuz they have perception og with Focused acc they see everything
