High dps with low energy consumption? If that is possible I´ll take two of those. 
But seriously, why do you even care as /Energy? Take Energy Melee or SS and be happy with it.
If it has eyes, you can blind it, if it has blood, you can make it bleed, if it has a mouth, you can make it scream.
With /NRG, you don't need low end primary, since you get both energy drain and CP in your secondary. I'd suggest fire for AoE and SS for ST.
Fire, fire fire. I'd suggest fire, you dont have to worry about the high end cost of AoEs cause of your secondry, and you'll be pumping out the AoEs like no one's business.
If you're after ST...... I guess SS, as that's what MaX says, but I'm not intested in ST bruting

I'm running a lvl49 FM/EA and my end usage if fine, BUT I'm also running a lvl37 SS/elec and this one is doing much better.
The end drain on electricity is awesome, I drain like over 80% of a boss.
The AoE on fire only has Fire breath over SS which is a pain to use, the cone is soo narrow, U end up herding them twice to get a good shot.
Combine perma rage on SS with footstomp and ur overall damage AoE will outcast fire any time imho.
The elec secondary has lightning field (which has 13% less base damage), but boosted by rage U also win here.
So my suggestion is SS/elec for great ST and great AoE, ok U don't have burn but U sure aren't as squishy as a FA 
Another great thing bout /elec is it has got an überpower "Power Surge", very handy in complicated situations
SO best overall for me = SS/elec

He was asking for a primary to go with /en not a suggestion on both sets. Either way if you put one range in Fire Breath it becomes a very good power. Fire Sword Circle keeps pumping out the damage and you dont have to wait so long to get it. Those two AoEs combined with a good choice of epic will see you with 4 AoEs and an attack cycle that wipes herds before its done ticking.
I wasn't suggesting an FA brute, cause even compared to DA FA feels very squishy to me. Just a Fire Melee brute for that "flood the screen with orrange numbers" AoE damage feel

Energy would be the obvious choice for a primary with an energy secondary. That reason alone is why I'm not taking it.
Concept-wise, SS would be the power of choice, but FM certainly sounds like it could be fun. Think I'll probably give them both a go and see which one I like best.

If I was going for a PvE build I would choose Elec over Fire primary.
For ST damage either SS or EM. SS for the impatient EM for the long-haul.

Nit-picking here but 2 people have said a brute's armour is his primary, its not - its his 2ndary. After spending which in total must add up to quite a few hours staring at the powersets, u tend not to forget; however I believe tanker's sets are the other way round.
SS I didnt think would be all that great for AoE, it is. I wish that I could fit lightening field pre-lv40 but I would be gimping myself in another area if I did.
Footstomp is a must have lv32 power, but with EM u get an AoE whirling hands at lv 8. Im trying out EM/inv now and I am picking it up at lv35.
Hand clap can be used to disorient controllers, or Saturday I was in warburg and (after respec'ing it to lv 32 and footstomp later) was filled with glee when my hand clap not only disorientated a well known leader of a large guild (which 1 of my alts is in), but disorientated 2 stalkers I had previously not seen. Knocked hide right off! I killed 2 of them before power surge had 30sec left, if my rage crash hadnt have happened immediately after than hand clap Im sure I would have got all 3. Actually killed 1 stalker twice, and the corr once.

I was refering to the Electric and Fire Melee sets. I prefer the Elec AOEs to Fires and there are more of them.
Thinking of rolling a */Energy brute, but am undecided on the primary. Am used to playing toons with a decent damage output, but preferably, not too high on end consumption (which I understand brutes do suffer from)
