Rad/Cold Build
The version of Hero Builder HERE has patron sets in.
First off, is it a PvP, PvE or mixed build?
Infrigidate - Great power and works well 'out of the box' with quick recharge and great stacking. For PvE, go 1 ACC, and up to 3 recharge with an end reduction if you can spare it. For PvP, an extra ACC in there. I certainly wouldn't put a slow in as Cold has more than enough slows not to need it. My PvP Ice/Ice has it slotted 2 ACC, 3 recharge and 1 end reduction.
Frostwork - There's been a few debates on this in that it doesn't seem to do exactly what it suggests and the Heals in it may not be needed. Only problem here is I don't think anyone has actually got round to testing it but there was a post in this forum about it somewhere. You certainly need recharge in it
Arctic Fog - I don't know many who have slotted anything other than end reductions in this. I did have it slotted with defbuffs but found it didn't really make a huge difference.
Patron wise, Scirroco may be pretty much compulsory
The Ice set chews through ridiculous end and getting to Heat Loss/Power Sink was a real struggle and it really does need both end buffs to function to it's fullest.
You may also want to drop Glacial Shield if there are other powers you want to fit in. Ice Shields smash/lethal DEF and fire/cold RES are nice but the only other thing Glacial gives you is Energy DEF so does seem like a bit of an extravagant pick and is why I skipped it.

Just out of interest, why Rad/Ice? I know Ice/Ice(slow stacking from primary and secondary) and Ice/Rad(slows and debuffs) are great but the Radiation Blast set is one of the weaker ones out there damage wise, lacking the damage of fire blast or the stupidly useful hold of Ice Blast?

The Def buff is really small, even enhanced it only gives 5% defense. But with 3 resistance slots in it gives 24% resistance to fire/cold/energy/something else.

Ice primary is an end hog, Rad isn't so bad. As a secondary (once buffs are out of the way) it's only really Arctic Air and Snow Storm that are gonna eat end, hence the endreds.

Thought it was En and Neg? (same as Ice tank Glacial Armour) - Still for one power and 2 slots I think it can help the team (and make them look extra chilly)

a) For the -Def which stacks with the -Def from infridgerate.

D) Mainly, to be different. With everyone and their dog rolling dark/dark and /rad's I wanted to choose something different. I always liked /Cold and have seen very few running around, and I like the rad patterns on the spandex but didnt' want yet another /rad.
To make it short, seems to be nice so far, but get sleet, it really helps. Believe me you will want it, the first few levels feel a bit underpowered (not useless though, the shields and frostwork add something - usuall you only notice it when you don't use them and people die ). Sleet really helps, it's control and extra damage due to the -res.
Frost work gives a big health boost and I noticed the heals did increase the amount, but not by as much as is suggested. I was a freequent receiver of it and could even notice when SOs were green or yellow in the power

glacial armor is only needed vs elec/ blasters. most energy damage has a smashing component meaning that cold armor will grant you defense only time this won't is vs elec blasters they do pure energy damage. speaing pvp wise, there are some pure elec damage in pve such as clock work. cabal witches
It protects against dark blasts as well.
And glacial has ranged and aoe defense.
Actually how does that work out, offering both Typed & Ranged based defenses.
Like if one only has Glacial up and someone shoots you (Lethal damage) does Glacials defense count? Does it stack with the Lethal protection of Ice Shield or is it just the highest between the two?
And if you get NRG meleed does Ice Shield help at all?
Typed and Positional defence DO stack with each other.
And yes, Ice Shield will help you against Energy melee.

As for typed and positional defence, they don't stack, the HIGHEST defence value you have gainst that attack, whether typed or positional, is used in defence calculations.
yeah but those spectrals have a smashing part as well so you do get defense to some of their attacks.

I see, I'm just going to spell it out to see if I've got it right, I'm ignoring the Resistances here and just focusing on the Defense / to-hit calculations.
So Ice Shield gives defense against any melee attacks, any Smashing & any lethal. Glacial gives defense against any NRG, Neg NRG, Ranged & Melee.
So if an SR Stalker has Ice Shield on him and is hit by a Jab Ice adds defense to his Smashing defense & his Melee defense and since his final Melee Defense is probably higher than his Smashing Defense (since he's SR) this is the defense figure used in to-hit calculations.
If Ice Shield went, theorically, onto an Ice Tank its more likely it will help him against only Smashing & Lethal, defense-wise, since he uses Typed defenses.
But if they have Glacial on them and are attacked by a Fortuna Psychic Blast they'll benefit from the Ranged Defense of Glacial as they have no Psy Typed defenses of their own.
Just on the Frostworks issue, I got sent a HP chart from _Brev_ for another Thread. As MaX says in that thread it might help solve some issues on how Frostworks works with different ATs:

So seems to say Frostworks is useless for Blasters & Corrupters, they're at their Max HP already, of slight use to Stalkers, Dominators, Defenders & Controllers, of use to MMs (esp if they like to use Bodyguard mode & take Alphas) and good for Scrappers, Khelds, Tanks and Brutes.
No indication of how it affects Pets / Henchies on the team though. Its interesting though as Stalkers & Doms would have been up there as strong potential targets for this. Seems I'd be better off applying to MM pets instead of the measly 5.2% it grants to those ATs.

There's something wrong with the way you're reading those numbers I'm afraid... my Kheldian Peacebringer can use his slotted Essence Boost and get approximately 60% extra HP in Human form. And Blasters can get +HP from accolades.
Look further down the US Source page you've linked to, and there are formula to substitute those values into.
HitPoints = BaseHP - [ BaseHP * LvlMod * ( 1 - AT_Mod ) ]
MaxHitPoints = 1.5 * { BaseHP - [ BaseHP * LvlMod * ( 1 - AT_Mod ) ] }
The page lists the level one value for BaseHP as "100" with a LvlMod of 0.2.
So for a level one blaster:
HitPoints = 100- [ 100 * 0.2 * ( 1 - 1.125 ) ] = 102.5
MaxHitPoints = 1.5 * { 100 - [ 100 * 0.2 * ( 1 - 1 ) ] } = 150
And a level one tank:
HitPoints = 100- [ 100 * 0.2 * ( 1 - 1.75 ) ] = 115
MaxHitPoints = 1.5 * { 100 - [ 100 * 0.2 * ( 1 - 2 ) ] } = 180

So when I get Frostworks at 16 my choices will be Brutes or Doms to slap it on :
Level 16 gives : Base 349.7323. Lvl Mod 0.8
Brutes :
Base : 349.7323 - (349.7323 * 0.8 *( 1 - 1.4) ) = 461.65
Max : 1.5 * ( 349.73 - (349.7323 * 0.8 * (1-2) ) ) = 944.27
Max is 204.54 % of Base
Doms :
Base : 349.7323 - (349.7323 * 0.8 *( 1 - 0.95) ) = 335.74
Max : 1.5 * ( 349.7323 - (349.7323 * 0.8 * (1-1) ) ) = 524.6
Max is 156.25% of base
Not sure how much slotted Frostworks will add, haven't got it yet but if acted as well as Essence Boost the Dom would cap out at 156.25% instead of 160%.
