Necro/Dark and Stamina
You can do without it, but I don't see why one would want to.

Yes, you can, but it can get quite tough at times, what with Shadowfall, Darkest Night and your epic armour at 40+. I had all that, and Assault and Tactics, and boss/EB fights could be a real struggle. While you'll need to have a ready supply of blue insps and to carefully manage your toggles, it is doable.

Yeessss...ish. The problem comes when you're debuffing/holding/spamming heals when suddenly the AV kills all your pets with an ill-timed AoE. Resummoning and buffing them all while still running Darkest Night et al is nigh on impossible without some sort of end buff or having an all blue insp tray.
Is this a regular team? Will one of your team mates have an end buff (eventually)? You should be able to get away with it.
If this is a PuG, your initial problem will be summoning and buffing as you get in the mish. It takes a while (you'll probably need to rest once), and the average PuG member wont want to wait, and will inevitable charge right in. Same when you have to resummon mid mish.
Basically, how much you can contribute will depend on how much the team will let you contribute, if you see what I mean. If they don't want to wait...

I don't see why you would want to skip it either. You will get all the powers you will want to have and you will be able to fit it in.
For an example, I used to team with another necro/dark mm, he would have to stay back and rest 1 time per 3 mobs or every EB/AV, I didn't.
I still get end issues fighting EBs and I have Stamina (maybe I should fight lower leveled ones)
Trouble is I like the control and the debuff, I cant see me sitting back and not using them. Well if you want to use them solidly you need stamina

I guess I could skip Howling Twilight instead, yes. That's probably more sensible, and given I've taken Hasten, skipping Stamina would probably constitute gibbering insanity.

To be honest I would say no, don't skip Howling Twilight. Its a powerful debuff as well as a res. I fitted in later in the game mid 30's.
Powerpools I took where:-
Fitness:- Hurdle, Health, Stamina
Leaping:- Combat Jumping, Super Jump
Teleportation:- Recall Friend (Handy with Howling Twilight)
Black Hole was the only thing I did not take in the Dark Miasma set. The rest of the tools in that set I personally would not give up.
I'm currently Level 28 and stamninaless. Planning to respec Stamina in at 30 now as its just getting too difficult. As people say its fine when everything is going well in a fight. But if you start losing minions & resummoning & upgrading suddenly you're in trouble. Darkest Night dropping because you've just spent your last bit of blue resummoning zombies isn't nice. Especially when you're facing a Freakshow Tank Smasher who then starts squishing them again and theres little you can do.
I'm a big fan of Howling Twilight against an unruly bunch of minions & a boss, stun the minions & debuff the boss. Plus its animated like Flashfire except you pull some dark goo from your targets too, looks great. To squeeze it in I'm just using Recall & TP & dropping Hover. I've gotten around handy enough with just TP for 47 levels with Carni so I'm use to lag related incidents.
Howling Twighlight is the only DM power I dont have(excluding Black Hole which I have no plans of), .......... yet its coming at 49.
I have all the Necro powers except for the attacks
I have Hasten, SS, CJ, SJ
I also have Hurdle, Health and Stamina
I will also have 3 out of the 4 Epic powers.
Personally I see little difference in fitting Stamina in
