Planned respec. what do we think?
A few thoughts, all IMHO of course.
* Dull Pain is seriously light on slots - 3 Rechg 3 Heal isn't excessive here, as it both gives you a big HP boost while up and a potentially lifesaving heal when clicked.
* You've left Unstoppable very late in the build - this is a staple power for the set!
* Air Superiority might be more useful for a tanker than Hover; you have KB protection anyway, can live without the vertical movement until 14 and the DEF boost's pretty damn tiny.
* If you do take Hover, slot it for flight speed - it uses next to no end anyway, but is very slow!
And that's all for the moment...
So far: drop Whirling Axe and Maneuvers, and Hover too.
Drop Chop, take beheader.
Drop tough hide an maneuvers, take swoop and cleave instead.
Invinc is cheap toggle, 1 EndRdx is sufficient....propably for other toggles as well.
Drop RPD and REL for later, get stamina to 20.
6-slot dull pain.
Slot 3 recharge in unstoppable, drop the DMGRes.
Your attacks will not taunt if they don't hit, slot accuracy, invinc is NOT sufficient +ToHit.

In your build you have left unyielding very late for me and also Dull Pain is lat on as well. Personally I wouldnt take fly as a travel power for a tank but thats up to you. Hover is better that Air Supp as you wouldnt really use either with Axe and hover doesnt tempt you to slot it like Air Supp can.
Manucvers gives very little benefit so isnt worth it IMO, also the passives are not really required, the only one I always take is resist energies and depending on secondary maybe resist elements.

3 recharge is better
As said, give dull pain 6 slots. I took swoop, great knockup power, specialy versus psi mobs. Chain it with chop (damage is neary the same as beheader btw) and the mob gets knockdown again. Little chop, and Swoop again. Perma knockup/down a mob
Keep whirling axe, its your own aoe damage (pendulum a bitty). Im 29 now, when i can get Cleave i drop my Chop most probably, but i prefer mine to be a more scranker style tanker.
I went for leaping pool, CJ gives a tiny extra bonus to def (though not sure if its position or elemental defence). Air.Sup is no good for a /axe, the redraw animation is annoying and you alraedy have several knockup/downs.
Instead of conserve you can go Focused accuracy, great to hit +2/+3s and helps alot in PvP.

BTW, Cleave is an interesting power. While it's listed in most places as single target, it can hit multiple foes as well. I'm not sure how big the radius is, or what the chances are, but in a tight herd I think I've managed to hit 4 foes with it at once. And since it's the highest damage attack axe haves... (One-shots many minions at damage cap)

1) Temp Inv * 3 Slot at 3.

2) Dull Pain * 6 Slot by early teens
4) Beheader/Chop or RPD. Probably Beheader.
6) Travel power prerequisite
8) Unyielding * Slot slowly, but by the mid 30s
10) Taunt
12) Swift or Hurdle depending on travel power / preference.
14) Travel Power
16) Health * 3 Slot at 17.
18) Invincibilty * 3 Slot at 19
20) Stamina * 3 Slot at 21
22) Resist Physical Damage or a 2nd attack
24) 3rd attack, pool choice ( perhaps CJ, Hasten ) or Resist energies
26) Tough Hide * 3 Slot at 27.
28) Whirling Axe
I am assuming you aren't going for the fighting pool. The fighting pool is how you make a really tough Inv tank, but it eats up slots and endurance so isn't to everyones liking. If you were get Boxing/Kick at 22, tough at 24 and Weave at 30. Tough makes RPD a luxury rather than a necessity.
Fly or Teleport are not the best travel powers for a tank. Hasten and Combat jumping are better prerequisites than Hover or Recall Friend/Tp Foe. Air Superiority is a good power but for you will cause a weapon redraw.
Hasten will improve the recharge of Dull Pain, which is really one of your most important powers. It also makes the slow recharge of your axe attacks more bearable.
Combat Jumping adds a little bit of defence ( Melee, Ranged, Samsh, Lethal, Fire, Cold, Energy and Negative Energy ). This is useful as it stacks with Tough Hide and Invincibility. It also provides good combat maneuvarability.

[/ QUOTE ]No way it's a cone, unless it only has certain % chance to hit others than the main target.
It would be like that Broadsword power (same animation), a chance of doing a cone aoe. As the power say
'The power of this attack can actualy extend a short distance through multiple foe'.

If i chose /axe i wouldnt be invuln and if i made an invuln/axe i wouldnt choose energy epic, itll be probably fire and ice for the hold and psossibly changed to stone epic later and its just to have powers that give useful secondary effects that can be handy to have that /axe doesnt offer. You will do well to modify ya build to the advice already offered i think.
For inv/axe/energy as a final respec build id go this despite personally hating it but its more slotting advice as opposed to when to take powers.

Thanks for all the advice folks. A few difference of opinion in there but thats to be expected given the scope of choice CoH gives in a build.
It goes against the grain but the advice I have had in here, coupled with stuff I have read in the other posts is inclining hme to just gp for the restart rather than wait for the respec.
If I deleted a toon could I then rebuild him and use the same name or does the name get held on file for a period of time before it becomes available again?
If you delte you should be able to create the toon again straight away. You sure you dont want to struggle on for another 10 levels to do the respec? From your planned build to make it easier you could drop Invincibility to 24 and get stamina 2 levels sooner then get the respec at 24 and sort out your power order.
When I 1st rolled a tank (my 2nd ever toon) I did not fully understand their role and tried to play it as a bigger slower scrapper. As a result of this misconception I hated him!
This is my 2nd attempt having played lots of the ATs and now I know what they are all about, I am really enjoying my Tanker. I find "support ATs like 'trollers, defenders and Tankers suit my style. This being the case I want this character to be "right" so I think I will go back to square one and build him in the right order. Perservering to lvl20 all the time knowing he could be so much better will just irritate me and may turn me off the character all together which I REALLY don't want.
It wont take me that long to get him back to where he is now since I can get someone in my SG to transfer his inf across to the new version. Also we have an inspiration storage in the base I can use to get him tooled up early.
There is one of the builds thats been posted that i think will suit me. I wont say which for fear of offending other posters.

I have an Invulnerable/Battle Axe tanker on the go at the moment, around LvL14 but to be honest I think I have screwed the power selections a bit. Having posted in this thread previously on the build to date, most folks tend to agree,
I "could" bin the build and start again but I have decided to perseve till the 20s and get the respec mission done in order to sort him out. Below is my proposed build which I will respec toward.
