Same here. Latest change was particularly bad. Now it is not possible to 'save' someone from debt even.
- from someone whose PVP character had 300k+ debt last I checked.
If they're so eager to hand debt out then they must be willing to receive it themselves. So I recommend picking up TP Foe and dropping him into a group of the toughest mobs around.

Me to, debt system in PvP sucks
Oh dear, the new system. I just experienced it the hard way. Went into Siren's just to have a bit of PvP fun, and after fending off a couple of Heroes they teleported me into some Tsoo. I managed to escape with some health left, but a hero finished me off and bang, I get about 9000 debt. I left the zone immediately. I would have done what I said in this topic earlier, but it wasn't exactly possible.
I didn't mind too much with the old PvP debt system, but this new system is stupid. It's only going to deter people. If that was the first PvP encounter I ever had then I would've decided NEVER to enter a PvP zone again. In fact I'm joining the "scrap PvP debt completely" bandwagon. It's the only logical choice.
Not sure if this was implemented to 'lessen' the debt from a kill, but one thing is for sure,you WILL leave debt.
I was never bothered about the old system, a mob kills me = debt happens, i accepted this as a peril of the pvp zone.
I love pvp but fully understand it when after 2 hours of fun, you hobble back into the PvE and shake your head at the new debt you have to work off.
Change it back! Or rule out debt in pvp zones all together, we're there to pvp afterall.
And on topic, it sounded quite callous, probably not petitionable IMO. Best plan: gank the nonce via tell and pvp friends. But tp foe sounds good too.... but that works both ways....

You should petition anything that bothers you and which you think breaks the terms of conduct.
Actually demonstrating for sure that someone has *deliberately* positioned you into a group of mobs specifically to give you debt is difficult since most of the time it is accidental. The player you're talking about repeatedly does this and has repeatedly stated in broadcast that it's deliberate. There's nothing wrong with TP Foe itself but in fact it's a fairly weak technique in the zones - in that in general it's not very effective because of how awkard it is to use; once any real fight starts it becomes a marginal ability anyway.
As far as the fact that there are NPCs around it's a bit of a tricky one, I don't think the zones (as they are designed) would make sense without NPCs, and if you removed XP you'd also have to remove debt so the whole environment becomes nuttier than it is now.
There is also the issue of certain powersets which need a number of targets to get certain buffs (DM/DA scrappers for example) removing mobs would make it even harder for these ATs to be played.
As for debt, I don't understand the (what seems to me) to be the furious response getting debt generates - I can't remember the last time I thought about debt, I couldn't care less about it but I also know this is not a common view.
A bigger issue for me is the design of the zones themselves and the fact that they on the whole don't work from game mechanic point of view. The zones act like a gang-duel arena and don't compel people to 'play the game' (like fight at hot spots in Siren's) which is reasonably fun itself but a bit of a disappointing outcome. The reason for this is that the reward system is screwy - Recluse's Victory is especially bad.
My number one pet hate is players who are too lazy to use the arena spamming broadcast for duels, which is less their fault than a failure of game design... off topic I know.
Yeah hating the new debt system, it's pretty much ruled out fighting in huge areas of the zone as if your fighting opponents and there are aggro'd NPC's in the area the loser gets debt, if their gonna keep mobs in PvP i saw no debt, no xp, remove the PvE side of it completely.
Hell you can hop by a mob now, who can hurt you as their even level, take damage on the way to a fight, lose a fight to a villain miles from NPC's, and still find yourself looking at a pile of debt, really badly thought out system IMO

Thankfully it is getting fixed so you'll only get this proportional debt if the NPC deals the finishing blow.
Tonight someone said they didnt finish me off as they wanted a mob to kill me instead. I wasnt really bothered, debt happens, and most people seemed to agree the guy was a bit of a plonker anyway, so he was getting his "reward" that way. One thing, one person encouraged me to petition him for his comment over broadcast, something like "i wanted a mob to finish you". I thought this was a bit soft for a petition anyway, plus I had the only aggressive mob nearby confused so I would be assisted (and, sadly, he would be given some debt had the fight resulted in death). I'm just interested in other peoples opinion on this, should I have petitioned? TBH, I'd prefer to just leave it.
