I have recently teamed with my friends new Ice - Ice Blaster, and i have to say, Freeze Breath is good for everyone else on the team, but he just seems to get splatted if he uses it. It does seems a little underpowered. But then, perhaps he is just using it wrong. I don't have an Ice - Ice Blaster myself so wouldn't know exactly.

Thing is, it's weak and yet I got +damage stuff on it. Does like.. 17 damage x2 with the damage inspiration. Low level one. It's good that I can take single targets quickly with Ice Sword and Ice Blast.. But hell. AoE on an ice/ice is seriously screwed.
Ice is heavily single-target focused, although the two rains are decent area damage, especially in I7 as they're now affected by damage buffs.
As mentioned above ice/ice is more focussed on single target. And yes, the rains are actually very good now they are buffable, especially with aim and buildup. These scatter the mobs tho so stick with frost breath if you are in a team with a Tanker 
If you want to take Blizzard (which as others have said, is quite good again now that's it's buffable) I would strongly suggest taking Ice Storm (slotted for slows and damage). And Frost Breath will be decent once you slot it with SOs.

Ice/ice is a single target fighter, but by far master of AoE control. You safely can fight a 1 vs 1 but more, you can safely control a complete group.
Ice/ice (and add a hold from epic) is one of the few blaster that can do a instant 4x hold in 1 single chain (freeze ray, bitter FR, frozen touch and a epic hold). Once you finished that chain, you can do it once again. Adding the Chilling embrace, ice slick and the aoe sleep Frozen aura (added EMP from elec epic) you can mass control a complete group before doing a BU/Aim and let ice storm/blizzard finish the entire group.
A tanker will love you with ice patch and Chilling embrace around him (hello burn!), and if its going wrong pop a frozen aura and put a few baddies to sleep. Spam around freeze ray and Chillblain and you can safe your fellow team mates in battle, without much fear you will get some beating.
Add the fact you have 1 of the fastest animations of attacks (very big pro) and the lack of any fighting aoe's become highly compensated by your control-ability.

Ahhhh frost breath, it is a lil underpowered but still worth getting imo. Ice has a rather gd slow to all attacks..and frost breath will slow a nice handful of mobs making the tanks job easier (or your own if solo). So yea..dont forget the slow!! 
Frostbreath used to be good, but ED killed it.
boostrange/powerboost still makes it a very enjoyable power though

Alright, my main blaster is an ice/ice blaster. I can easily take out people far above my level with the crowd control abilities.. Freeze Ray and whatnot. (He's only level 11.)
But will the AoE get better than the current one? Because I only got Freeze Breath and it.. Kinda stinks.
