The debt thing is on I7 known issues list, so its getting looked at.
Enemies gives debt.
RV contains enemies.
If you don't like debt, stay away from RV, or hang by the hero base 
that true fire hero..but Avs aint no normall enemy...its like drones people are goigng to be tpn others into them (( into Av's ))...they are overpowered, and thats a good thing but..not when they are throwing debt onto you.
I am of the idea (with so many toons to get on and play anyway) to go into RV and stay there until i am done with it. Any debt i gain will "not" be worked off so that once its capped its capped and any npcs deaths wont add anymore debt so i am set with a figure to work of after i leave the zone. Once i leave the zone its because i am done with it on that toon.

Manticore shot my Mastermind with a Teleport Arrow from out of nowhere for more than 2500.0 points of damage.
I think that's just a tad insane.

Yeah, i tihnk they should remove debt from Av's in RV or even..everytihng in a pvp zone 
Yet i remember reading a post somewhere (sorry getting old, cant recall where it was) made by a mod saying that they still give debt to prevent people under 50 from hunting them
That's the reason given but it's listed under the known issues in I7, see announcements, so that may mean it's due to change at some point.

Well ive been looking around Recluses victroy alot at the moment and spotted a few Av's got to about 30 heroes taking on night widow, and yes i got killed...i then saw her while i was running around..she then held me and just killed me in a matter of 1-2 shots, this can be done by most Av's and i think the idea of them giving debt..is stupid its alvl 40-50 zone, meaning plenty of level 40 heroes who can suffer debt will be wanting to explore recluses victory...i try to avoid the Av's but they are so strong they can rip my scrapper apart in a few hits, and are VERY easily agroo'd, i just think they shouldnt give debt, they are way to powerful, and its going to drive lvl 40-49 heroes AND villains away.
