It boosts existing def/res, so it you have say combat jumping running it is boosted from 2.5% to 5% for a few seconds (which can be useful sometimes). If you don't have any def or res to start off with it wont help at all.
I really should do something about this signature.
Its meant to boost 100% of secondry effects, I know it boosts fly speed, but my dominator doesn't have enough def or res to really try this out (I supose it would make my CJ give me 5% instead of 2.5% but that would take some heavy testing to prove)

Castle said it affected def, I'm not sure about res. I seem to notice a slight difference, but it is to small to tell fer sure.

I haven't tested it, but I wouldn't expect it to. It boosts secondary effects, and Damage (and by extension Damage resistance, which is the same thing with a multiplier <1.0) is one of the only things the game considers to be a primary effect.

By that argument, -res and +dam are secondary effects so +res is too.

Ah but it doesn't effect damage, which is considered the primary effect, so maybe resistance is considered a primary effect

Yup, as damage and resistance are the same thing for enhancements at least.
-res and +dam aren't secondary effects. It's apparently a game engine thing, not really a question of logic

This has interesting implications for patron powers, since Black Scorpion is the only one with a +def power (numbers?). A few seconds really high defence could be really useful against an alpha strike. Unfortunatly I can't go with BS as I desperately nead an end recovery power.

the thing that gets me is self heal is a primary effect but power boost boosts that from 300 odd to 600 odd so it wouldn't surprise me if it boost def and res.

(yes I know villains cant get this combo, I'm curious because of a Controller char)

kinetics dosn't have power boost..kinetics isn't even a dominator set.. controllers can't even get power boost.

Ancillary Power Pools? Controllers most certainly CAN get powerboost...
is my hero builder wrong that power boost (in ice) is 100% def/res ?
I used it on test today but still got hit so i'm kinda wondering if its correct.
