With 3 recharge SOs it has a recharge of about 40 seconds, which isn't bad - enough for once a fight. The buffs it gives are really worth it.
no offence but i take it u have never played city of heroes before. cos like people that have know build up, or what ever is a really good power. 
get it, the best power there.

There are plenty of powersets which don't have Build Up, my spines/DA is my first char which has it.
hmm, sorry for my post Da-man, was a bit harsh, i personally am i a dmg junkie after having over 240 lkvls of offensive powersets, o and hi fire kitty

Yes FC is a great buff, esspecially after ED. Slotted with 3 -recharge and if you keep hasten up as much as possible it comes round very quickly.
Most sets have some form of self buff, sometimes using claws as an example its part of an attack.

At the top of the forum page there's a clickable link called 'My Home', go in there, unde the section called 'Personal information, email, password, etc.' click the 'Edit' button, near the botton there is a zone with bold text in it saying 'There may be multiple choices below for specifying your image. If you are changing your current image, select the radio button next to the option you are using to change your image.'.
In that box you have the option to put an URL to an image that will appear right under your name in the forums(known as Avatar).
In there you can also edit your signature so that you don't have to put your alts and global handle in any post you'll make

I would say that focus chi is an extremely beneficial power for the martial arts scrapper. It enables the scrapper to get rid of enemies much quicker, improving efficiency and survivability.
In small battles it usually enables the scrapper to quickly eliminate the biggest threat. In larger battles it may be usable two or three times or more with the obvious benefits. I currently have it three-slotted with recharge.
Get it, 3 slot it with recharges, add acc buffs as necessary

I've slotted it as I would my blaster, atm it has 2 toHit and 2 recharge. I intend to add one more of each later.
I really notice the toHits when taking on bosses who are purple and red to me, you are pretty much guaranteed hitting with the top attacks. Slotted 2/2 means I get to use it probably 3 or 4 times in a big mob with a boss conning +2/+3.
I'm wondering if Focus Chi is worth getting cause it is AMAZING boosts but the recharge time is Long but the thing the REALLY got me off course was that it only lasts for about 10 sec. PLEASE reply and tell me if Focus Chi is worth it!!!
