On a note to people. It used to be that you only had to interact with Sally not attack her, so people can buff her/debuff her, heal her etc and still get the badge! Dont know if it is still like this though...
Your always gonna get things like that 
too many high lvls and not just 50's think they are it and think they run the server

I walked into sally thrice in 2 days recently with my scrapper, first time I actually had difficulty targetting her and a 50 popped up and swatted her.
Btw, do you actually have to hit her? I vaguely recall a redname saying that to get creditted you only had to info her.

Was in Croatoa at the weekend, i was on as my empath - Astrall,(no attack powers). I saw Sally in the water and was getting a team of 8 folks to all come credit towards the badge, I had broadcast sally was up, hopeing that folks would ask to join the team to get the credit for the badge.
As i seen it as 8 credits would have been good as like to help folks get this badge if i see sally as shes seen far and few between.
But no this did not happen as we was waiting for other to arrive, a L50 toon come waltzing past and NAILS sally !!! Then jumps away again not even blinking an eye lid. I know who it was but when i send them tells asking why they killed sally and not ask for invite into team to get credit, they just ignore me.
just see it as dam selfish that was and being a L50, he should know better. Its a sorta killstealing and that normally goes by time you leave the hollows. I was a bit dissapointed with this individuals selfishness.
just annoyed me so had to post about it.

As has been said multiple times in the thread already, interaction is the only thing needed. For instance sally could be healed ,buffed ,debuffed etc etc.
Just remember though if it appears not to work, you have to interact with her twice. So dont get frustrated and swipe her!

I did hit her, she deserved it. That and my scrapper's a little shy on the whole heal/buff/debuff powersets.
Had hit her once before spotting this thread so when she respawned after finding it I tried the other options.
Aid other - wouldn't trigger on her
Mass Confuse - nice purple dot but no badge - remember I had already killed her once.
Buff/Debuff - can't comment as those I have do damage
In the end I had to hit her a second time - fortunately her respawn time is short and I had marked her spawn point.

As i understand it you must attack sally (making her submerge) on 2 seperate occasions in order to get this badge. (it was 10 but was fixed a while back thank god).
All members of a team will get credit for the hit but shes set up that one hit will send her underwater hence only 1 team can get credit at once.

Yip this is the case, was just waiting on others who may have wanted the credit to come get into the team. They all would have got a credit towards the badge. i know she has to be hit twice to qualify for the badge.
when i did the broadcast i was holding off from attacking her, i know brawl is all you need to kill Sally, shes got like 5 hp or something small. i could have slain her but i just happened to be thinking of others. Unlike the chap who came past and croaked her.
he did later send me a tell saying she was up, but i was deep in a mission and could not leave the mission.
Maybe a sense of guilt came across him, and tried to make up for his selfish act to start with.
And Honsou was listing to me on teamspeak and knew i was in tells with the guilty party.
The unnamed one did say to me he had the badge so his act at the time was very selfish.
