Air Superiority...
It's decent damage knockdown with fast animation, very useful as damage mitigation from one foe, can keep enemy nearly perma-knocked down with it.

It's a great power, but it has no more range than your other attacks.
If you really want to be able to effect players at range you might consider intimidate from the presence pool. It does no damage but leaves them terrified so you can close the gap using you travel power of choice.
Its best used for the -fly component. When your foe has nothing but fly as there travel power, there generally buggered.

It has very high knockdown chance, does -fly, decently fast and does ok damage. Overall I have always rated it as the best melee attack out of the power pools. Whether a character needs it is another question. For instance war mace tanks will always need it in the early game because of the bad power ordering of war mace.
It is a melee attack however.
Hi m8 I wouldnt take the fly pool at all for your scrappers. 1st of most scrappers and tanks dont have it so its a waste against them. 2nd some rollers blasters and defenders do BUT a lot of them have -fly powers and theirs is ranged -fly unlike air superiority. so you wont get near them. Your other options are -TP foe. its great with BS scrapper as they can 2 hit most squishy before they can run.
With Kat it might be harder to kill em before they run. could maybe use your knock downs to keep em there but most Good PvPers have leaping pool so that mighten work either. So leaping pool leads me to your 3rd and in my opinion best option. Combat jumping 2 slotted with jump and hurdle 3 slotted with jump. You get great jump height, high enough to hit low/mid lvl flyers. And remember use the map your on, jump from boxes for extra height and theres lots of area's were they cant see you from above and have to come lower. Hope this helps ya m8
Knowong now that Air Superiority is not a ranged attack, has put me off. Though TP Foe as you say Lady White may be a better option and as for the jumping, in my new build I have Combat Jumping Hurdle and SJ anyway so I guess thats a cool Idea as well. Also my Knockbacks would work too.
This is basically in question because as I have said, though I love my powers I have 0 range and many ppl do have fly and ways of staying out my melee range, so I need a way to combat this

If you want to be good in all situations in PvP as a scrapper then you need Air Superiority. It`s the only line of defense you have against flying enemies and it does good damage as well. Air Superiority is used within my combos in Martial Arts so its a really good power. You need to pick either Hover or Air Superiority to get Flight so the choice is obvious
Flight and Air Superiority is two things i couldnt be without in PvP and in PvE ofcourse. Ofcourse SS and SJ are fast but in PvP you will get disoriented and with Flight you can follow your enemy way up in the sky and even fight !
Its an ok power, but most builds have better solutions.
