DM: Good, more holds and self buffs then damage though
BS: Deals the most damage out all primary powersets, costs a lot of end and slow.
Spines: Has ranged attacks and AoEs
If you can herd, or are willing to learn how to, and generally play in duo's or trio's, then spines is the way to go, spines/regen is very efficient AoE killer.
Dark Melee has an infallable attack chain that is simple and effective, and become ever more so with the self buffs, although they are quite strong without these buffs to begin with. The good thing with DM is that you don't have to wait loads of levels for your basic attack chain, as most other sets will have gaps between their powers, or the powers will be weaker. Dark Melee is the way to go for single target damage.

DM also has a large proportion of its damage unresisted by the majority of PvE mobs.
Whereas BS which has a much higher damage output is more likely to be resisted.
Herding with spines, seen some amazing things done with a spines scrapper mostly in I3 to be true but still. 
Me I can't bare the look of spines 
In solo PvE it really doesnt matter. They are all good. If you cant choose let your name or costume decide. That way you can have a cool costume where the power actually fit.
I dont know if this is true. If you are new to the game, and think; "I dont know anyone, so I have to solo a lot." That isnt really true. Im rarely online more than 5 mins before I get the first tell asking if I want to team.
If you at some point get settle in CoH. Get in to a nice SG and start to know people, you will start to team more. I rarely solo anymore, unless I want to.
Here you have to look at it in another way. What set is the best in teams?
Spines all the way. It has more AoE damage, and AoE's are the kings of teamplay.
If you ever hit lvl50, theres some nice end game content called PvP. When planing a build, its good to keep this in mind, you could get hooked.
Sirens Call is lvl30, so you loose all powers that you choose later on. This is one more reason to go spines. They get a very, very hard hitting attack at lvl26 (ripper), while the other sets have to wait untill lvl32 to get the really good ones.
Spines is prolly the best scrapper set in PvP due to having a full attack chain from range at lvl50.

Er...have you played /regen? It is possible.
Actually there is sod all end game content, as NB so rightly points out the PvP zones are available from lvl15, and yes some do enjoy it.

erm, ok guys, i know what the powers do , i can herd as i played a granite tank to 50, but know one has said which is more fun lol. i totaly dis agree when someone said MA/Regen is more fun, i had one to 26, got bored of him alot and deleted him, ive remade him, got him to 29 now im bored to death again, i just wana have fun, is thats o much to ask
Fun is subjective. What's fun to me isn't necessarily fun to you, so the best suggestion would be to try each for yourself.
If you like big orange numbers, go BS. If you like lots of orange numbers, go Spines. If you want the best sound effect in the game, go DM.
