I'd say nothing's wrong with it!
If it was my build I might consider dropping the extra slots in lightning bolt and charged bolts and revisit them later when slots rain from the sky, pop an extra slot in superspeed for crazy-fast, and dump the spare slot into zapp where it's doing the most good.
I like how you've left CM for a bit to wangle some more important powers in early.

Can't really see anything I'd change, it's pretty similar to my build at that level. Although I would recommend taking Short Circuit, fire that off a couple of times in the middle of a mob and they can't do much damage. Even better if you're teamed with a kinetics!
Personally I'd drop absorb pain - I awlays find it makes me rather vulnerable and get recall friend as early as possible - 8th maybe. The early lvls are where it's worth its weight in gold.

Attacks : slot a acc instead of a dam, if you can't hit at all it's not worth the end/animation time
Heals : you haven't stamina, you have hasten. 1rech/2end would do better than 3rech.
Lightning bolt, Zapp : with "normal" slotting (1acc/3dam), it's not very good damage ; with only 2 slots in it, it's even worse. You could pick Ball lightning and short-circuit instead, since it's AoE and you're group-oriented, you'll get to hit enough foes to make it worth it.

Judging by the way Assault is in there at the end, I'd guess they'll be going for Tactics next - making damage the priority.

With RA up a lot of the time I don't think endurance will be an issue - there's always blue nibblies dropped very frequently in any case.

You'll also draw a whole world of aggro, and noone likes to see their empath having to take to their heels.

Yeah, I don't find I have many troubles myself. Just because the heals are there faster doesn't mean I'm going to spam them constantly. Personally I just have hasten to improve the recharge of RA/ReA.
Sorry Wilfred, I have to disagree with your points.
- Tactics won't make you hit 95% to-hit against +1s, since ED. Let's not talk about +2, +3, +4.
- RA isn't even semi-perma since the death of perma-hasten. When hasten is up, I'm not sure 3rech makes such a big diff from 1rech, unless the OP wants to play healbot ; that's why I thought he might get better use out of 2 end reducers.
- In teams, there's often a tank or a scrapper to hold the aggro. Empath said, because your heals are recharged doesn't mean you have to use them ; it goes the same for attacks. You don't need to spam BL and SC, but it makes a useful addition given the proper situation.
Back to the OP (didn't notice the build was lvl 28 earlier) : if you find a power you want to drop, you could take a look at Tesla cage. A hold helps a lot to deal with some annoying mobs.

Absorb pain becomes invaluable at later levels when combined with regen aura. (lets hope the latters wai and doesn't get "fixed")
I had really gone off ap till i discovered using it with regen aura. Now it's a very very usefull power. Especially on the SS Tf's

It may not be perma, but it's up more than often enough. Running through the 1st Shards TF yesterday I was healing and attacking pretty much constantly, while running tactics, assault and Charged Armour, and only once did I even come close to running out of endurance. (That's with 3 heals/3 recharge)

i see nothing wrong with the build either, but i have seen many ppl using the "pet" from elec and slottin that instead of you "personal" attacks, isnt that kind of a good move from their side?

but i am a big fan of AP. Animation time is a lot quicker; and yes, a bit dangerous but useful.
Regen aura + AP . interesting - i respecced out regen; but must give this a go!

Oh yes, Regen aura is very useful. It turns everyone into a regen scrapper for a short time. (I believe it's actually better than Instant Healing once you get it slotted with 3 heals).

You just switch the secondary power out with your secondary powers of choice...

Cause the build only goes up to 28 and AB is lvl32
I also think the build looks fine and the enhancements can be altered easily to taste if you have the slots in place, you could easily try out the advice and then pick whats best for you.
Oh and stick a range enhancement in your TP, at least when you get SOs, not needed often but you may as well make use of the slot for a rainy day. I respec'd out TP in the late 20s but it is very handy for low lvls (especially Hollows) because it became redundant, combat ressing puts hair on your chest
