rad/rad build, PvP and teaming
I play lvl 35 rad/elec: more on that below.
IMO Ennervating Field (3x end red), Irradiate (3 x def debuff, 3 x acc debuff), and Lingering radiation (6 slotted up to you) are unmissable, and the very essence of the rad defender. I strongly advice these powers are got and slotted asap. Getting hit by all three of these reduces anything to a wreck. Ive had some (sometimes overconfident) scrappers duelling with me suddenly feeling pretty useless with these three on them (Yes, i win defender vs scrapper duels)
Fallout never appealed to me. In PvE it means something has gone wrong and anyway Mutate (with its buffs) can normally swing things back. PvP might have its uses.
You may wish to consider an alternatice to */rad (NB always concept first) my logic was:
a) With irradiate, defence is pretty low on enemies anyway, so the secondary -def debuff of rad attacks is not as attractive.
b) The end drain of elec attacks is a nice little control in itself, but more importantly can supply you with more end, allowing you to fire of blasts more liberally. If you fancy being offendery, then this is a bonus, because the rad toggles can sap you a bit.
c) Short circuit on a defender. I have 3 SO end modifiers on mine. 2 shots of this, and all minions have zero End. Even Lt's and bosses will dry up fast. This provides an excellent means of control, and is a royal pain in PvP.

Well I'm already at 50, so the slotting order makes no odds.
Cognito, I agree with you there, but if I take Irradiate I'll have to lose Proton Volley, and it'd be nice to have at least one hard hitting attack (cosmic burst is being used for the stun). Fallout is a nice PvP toy, and with vengange it'll be a nasty surprise for the bad guys when the first member of our team goes down hehehe

I would disagree. I have slotted EF at level 7 or 9 and found that it means that it is usable with DOs. It does mean that I haven't slotted RA at level 15 but haven't found it that useful yet. EF combined with AM ( 6 slotted at 15 ) is great for solo play.

Dont quite understand - elec has a "zapp" snipe just like radiation. Not that im a big fan of snoipes anyhow

I'm already at 50, so choosing elec isn't an option. I went with rad for concept reasons.

From my experience irradiate is much more useful in both PvE and PvP than that snipe. And then you really shouldn't slot cosmic burst for disorients but for damage (again both for PvE and PvP)

Congrats on going for concept 1st BTW. I always do to, but for some reason i like to choose "different" sets (no fire/fire, ice/ice, rad/rad etc) because i like to stretch myself conceptually, and also i like to play unusiual characters

If I can take a squishie out of the fight for longer I'd rather do that than more damage.
My real dilema is should I take the power that is my namesake or the one with the cool sound

No point slotting neutrino bolt for damage in PvP, the damage is minimal especially if your a defender, and as your going for pure support slot your movement power swift, and hurdle, keep moving is what PvP is all about and insure your surivability.
I'd personally take hasten in your build the buff recharge should help get your toggle debuffs back up should they get knocked off.
Take hurdle instead of health, slot it for some movement maybe.
If you do go for hasten try and fit superspeed into your build. It is awesome for movement in PvP.
Also use the slots from neutrino bolt and stick it into vengeance, 3defence buffs and 3tohit buffs.
The only attack i'd really take from secondary is cosmic burst, because of the disorient.
Maybe get rid of proton volley, pick up hasten and then superspeed at 49?

When you don't have a whole bunch of attacks for a decent attack chain then it's a godsend.

yeah, I'd like to fit it in, but I like tp as a travel power and the build is tight as it is. I'll have to go back and take a look

Crazy talk! Health is mainly taken to reduce the sleep durations in PvE

If I was gonna slot up vengance I'd take them from elsewhere, but I won't use this power a whole lot so I think it can stay as it is.

Maybe I will get rid of Proton Volley (but I love the sound!) since it'll be no use to the way I play in PvP - dive in and move around a lot. If I do this, Irradiate will be in for the big defence debuff, which will help Choking Cloud to do it's thing. Maybe.

Coming quite late into this thread I know. However, few points.
I built Nikta as an offender. I think he represents the peak of what is achievable under the title 'offender' and that really doesn't affect my usefullness in teams.
One of my biggest decisions was not to bother with leadership. If im playing correctly, im stacking mobs into the effects of my RI and EF and as such im nerfing them pretty harshly. Tactics would of course be good, but starting an attack chain with a accuracy, debuff slotted irradiate tends to work.
From the PvP slant, Tactics is of course a joy for spotting stealthed units. However, the activation animation, and running toggles on a toon with very poor mez resist was always one of my biggest gripes in PvP. Leadership toggles root you for 3 seconds or so and advertise your presence with a well known jingle. Ive been murdered by Stalkers a few times switching leadership buffs on...
Avoiding Leadership allowed me to take every attack bar XRay Beam. Niktas attack chain reads something like, RI+EF, bunch on a corner, Irradiate, Neutron Bomb, Electron Haze, Cosmic burst on the boss. Repeat.
Now, i took Nikta down the Dark Ancillary pool and took ALL the powers.
Opressive Gloom = much less end heavy choking cloud. And Opressive Gloom + Cosmic burst = stunned bosses. So its better than choking cloud. The -4Hp / mob really doesnt do anything to your health, even when stood in a tightly packed mob of 10 or so.
Soul Drain: Nice Nice Nice. Since you are bunching mobs in your debuffs, you get nice opportunities to use Soul Drain and Transfer. They do some small damage as AoEs on their own, but the buffs are incredible.
Shield: Well, no psi resist, but its better than the standard S/L res of the Power Mastery Set, giving Energy, and Negative Res too.
PvP is a tough ordeal for a Rad Rad. There are too many ways to drop a Rad Debuff. The Arena makes things a little easier, especially on a tight map, but in PvP zones, rad is near on daft. If LR lands on a stalker, then maybe, just maybe you can tag him before he hides/runs away.

Slot Cosmic Burst for range. No joke. Storm Defenders/Trollers with whirlwind up can be mezzed with this. Also jousting is made much easier. I used to slot Cosmic burst with 3Range, 3 Mez. If it lands, youve plenty of time to use Snipe, which matches its damage anyway.
EMP can end drain, which for PVP is quite nice. 3 Slots takes about 75% End off a target iirc. Sometimes worth thinking about.

You're right about too many toggles. Having so many drop with every mez I've found myself forgetting to put the leadership ones back up and that's a waste. I think I'll just be getting rid of them in favour of attacks, which are more fun anyway
I'll be taking choking cloud so I can use it in Sirens Call, but stacking the opressive gloom with cosmic burst would be nice. Maybe I'll do something like that for the new I7 PvP zone. However, I do like power mastery since Power Buildup makes AM a very tasty buff indeed! Conserve power is also very useful, negating the bad effect of EMP.

So I wrote my guide, which was basically a look at the powers but it turns out the difficult bit is deciding what you want to do with everything at your disposal. This build is designed for teaming and PvP. I would liked to have fit Irradiate in there, to help Choking Cloud to hit, but that would mean getting rid of the snipe with the funky sound.
