EM/EA getting nowhere fast
Well from my experiance id have to say no mind you i only got to lvl 17 with my brute before i gave up with it.
Ive moved on now to a ss/fire brute who just makes em/ea look real bad, so until something is done about the draw backs on this power set my poor brute will remain un used.
Oh and your build is the same as mine at that lvl so cant suggest anything wrong there.
A few ideas:
Do you run all shields all the time? I'd question if you need power shield at all that early, let alone if you need to have it on at all times. Only activate it when there really is some substantial fire, cold, enery or negative damage around. There might not be that much mezzing either, but knockback protection is always nice for a Brute IMO. My /Fire brute is going crazy without it.
Do you use Brawl? Build up Fury quickly using just Brawl and Barrage and only use the other attacks when you have decent Fury going, it's a lot more endurance efficient that way.
I'm sure it'll get better soon, though. DOs will help a lot.
Yup I would fill up your Kinetic Shield with EndRed while you are on TOs and not bother with the other shield. Barrage is a high end melee attack, if you are going to have it in your chain you will probably want to slot it with endreds. Aim to get stamina at level 20.

You're mixing something up, I think? Barrage is the 1st tier attack, quick and cheap.
Nope, I had it on my NRG tanker, it is quick alright, but in end per sec it is very draining if you use it all the time.

I rarely ran either of my toggles with my /inv brute until stamina, and even now with SO's I only use them situationally, they're not needed all the time, but endurance is.
Lets see if i can shine some light on this a little:
I currently have a lvl 38 EM/EA Brute and currently have no endurance issues whatsoever, i will say though that getting stamina at lvl 20 is a must.
Basicly i got all my sheilds as soon as they became avalible and are slotted with 1 End Reduction in each and i run them constantly (except between missions), i also have 1 End Reduction in all my attacks, in total i run 5 toggles at one time, the 3 Sheilds, Energy Cloak and Combat Jump.
It was a tough start but with stamina its a whole lot easier, then with Energy Drain at lvl 28 it becomes a breeze, i've slotted this with 3 End Mods, 3 Recharge and can fill my endurance by hitting just 2 minions (and it always hits as you cant stick ACC enhancements on it), also slotting this way drains them of 3/4s of their endurance bar. Because of this i skipped Conserve Power at lvl 35, as i felt no need for it.
By no ways do i consider myself an expert, just putting forward my own opinions. Hope this helps in some way.

An argument/discussion i had with one brute was about the fitness pool. He argued that CoV was designed with not needing any of them in mind. I think this isn't true. Although, I do remember hearing about it from someone before the game was released.
From experience I'd say fitness is necessary and, also, if it really wasn't, why would they have it available? With mods to char types to account for not using it plus adding it would give double the benefit. And they seem very strict about maintaining a balance.

My /EA Brute doesnt have stamina but then I'm DM/EA so with Dark Consumption, Energy Drain and (in a couple of levels) Conserve Power it isn't really necessary

The long and the short of it....i see stamina as a way of just being able to pound skulls a little longer before relying on CaBs or other End recovery skills.
Currently having some very major issues with my em/ea brute. Put simply, end use is crippling. At level 11, I drop toggles practically every fight just from the end use alone. This, and I have endrecs in practically every power I use.
Does this start to get better anytime soon, or am I doomed to plod along doing one mob every minute?
