You'll need at least dark consumption earlier as DM/SR is END heavy, also slot at least 2 EndRdx in evasion as it costs more than your other toggles. I'd also take soul drain earlier, it's just so good power. The SR passives aren't worth slotting IMO, only would take them for the bonus they provide when you're on low HP.
Don't bother with Shadow Punch, its awful. With Laser Beam Eyes, Smite, Shadow Maul and Midnight Grasp you will have a more than adequate attack chain.
Oh, and I'm not overly familiar with SR. Does Practiced Brawler give Knockback protection?

Well, Knockback, Disorient, Hold, Sleep, and Immobilization.

Many power sets start off with a 'low damage, high recharge' and 'mid damage, mid recharge' power... The low damage one is often [censored]. Flares from fire blast is one example.
Flares is actually only one from blaster sets that is like that, the other 1st attacks are useful.
Not a lot of END mitigation there, No conserve power, DC at 49? I run two end reds on each shield and use Dark Consumption freequently, especially when I use ToF a lot. ToF burns through your end very fast. As does Midnight grasp.
I'd also get all the toggles ASAP, cause you feel weak as hell without them. The passives really dont do a lot.
I see no problem with Shadow Punch in the build, without perma hasten DM has a very low attack cycle, I use AS to supliment mine, SP works just as well.
I'd just give some more thought to the power order, a lot of cowardly people will be standing back shooting you a lot of the time, you cant ToF everyone at once, you'll likely need the defence. I'd bring DC forward, get your end sorted. Maybe drop Siphon life, cause it [allegations of goat interaction removed]
Also ToF I'd slot with 3 -tohits rather than any feardurations.

Revised my build. Basically moved SD/DC way earlier, get them as soon as they are available now. Also got Flight pool instead of SJ, thus getting AS instead of Shadow Punch. Switched FS and Agile as well (still getting all three passives for their resists, the numbers favor getting them all). Slots at 40+ am I still mostly undecided on, I figure I'll know what to do with them if and when I get there.

Is Fly fast enough for a PvP Scrapper? If your not interested in PvP its not an issue, but if you are its something to think about.
Oh, and I don't know the answer myself, be interested to know
Fly is good, but when you take Fly, Superspeed is needed alongside it in PvP, I think.
Oh and don't even bother with Energy Torrent if you aren't slotting it for damage.

As I said, slotting at 40+ are not set in stone (haven't even assigned all slots yet). So Energy Torrent may very well get some damage slots.
And not considering this one for PvP, at least not for a couple of months.

I don't really like having to wait until 24 for FS, but I felt the Siphon Life would be very nice for /SR and Touch of Fear has a strong acc debuff for bosses as this alt is mainly for soloing. I got Agile at 6, hoping that the passive resists and Siphon would help some at low health (which I usually find myself at after most fights so far, currently at lvl 10). Also feeling that end is an issue at the low levels, so having a passive instead of a toggle would help there as well.
I also had to push the self buffs up to the forties, was this a really bad move or will I go along fine without them?
