How do you know if a buff is other only?
Normally it tells you in the description if it can be used on other allies, excluding yourself or if it can be used on self.

Well how do you cast it on yourself if it's usable on yourself? I can't figure out how to target myself in the first place.
anything that is usable on yourself doesn't require you to target yourself it'll automatically apply to you. If it says invalid target or you need a target then thats the indicator it isn't self usable.

The biggest key to who a buff is useable on is the Power Icon itself*. If the outter gray ring is broken into 4 parts, than it is a targeted buff, and is not useable on the caster. If there is no ring, it is a self-only buff. If the ring is broken into 8 pieces, that designates it as a team-oriented buff. If it has a full ring, it is a buff that impacts an area around and including the caster. If it has a full ring AND four sections, it is an ally or enemy targeted area of effect and may help the caster if he/she is within the radius. If it has a full ring and 8 segments, it is an area of effect that only impacts the team.

You can never target yourself.
Single Targets can be buffs (Fortitude, various shields) or debuffs (infrigidate, siphon resistance)
A select few are debuff and self buff (Siphon speed, siphon power)
PBAOE affect all in the area, including the caster and can be clicks (AM, Recovery Aura) or toggles (Dispersion bubble, assault, tactics)
Targeted AOE Buffs, the only one I can think of is the MM upgrade, which is only that MMs pets.
Location based (click on the ground) are for all current sets debuffs (tar patch, freezing rain).
In addition a few sets have summons (Spirit tree, Force field generator) which create a pet who buffs around them.
Fluffy from the Dark Miasma set has a PBAOE debuff as well various powers they cycle through.

Just activate it. Buffs which affect your character aren't targeted. Locate the power in your tray and click it or press the corresponding numeric key (1 through 0), it'll do whatever it does without any further input (unless it can be interrupted, like Aid Self, in which case, don't move for a few seconds).
Well that cleared up a lot. A lot of sets suddenly seem far less appealing now.
It depends on how much you team. If you solo a lot, many of the sets that seem unappealing are probably not what you want. If you team a lot many of the buffing sets are very valuable to have around.
I like Radiation Emission as a buffing/debuffing set. It's highly useful on teams, and can solo well. It only has two powers that can't be used on yourself, and both require a defeated teammate to use.
Storm is another good one. Dark Misama as well.
Thermal has a few powers that can't be used on yourself, but it gets good debuffs later in the set.
Cold Domination has a few that can't be used on yourself as well, but it has some of the best debuffs in the game later in the set. In fact, in my estimation Cold is the only set that can outperform Rad in an AV fight.
Although if you're basing your willingness to play a buffing character on being able to buff yourself I would say that maybe a buffer isn't your cup of tea.
I like Rad because of it's soloing ability. I don't like making characters that I can't play if I can't find a team, or don't feel like teaming. Thus far my ONLY defender to get past level 30 is a Rad/Sonic.
Other players really enjoy playing team-oriented characters and have numerous types that are nearly helpless solo but powerhouses on teams. All depends on how you like to play.

Dark Miasma has zero team targeted buffs.
It has a Stealth/Resist Aura and Heal which is a Point Blank Area of Effect (centered on you) which yourself and your team mates can enjoy if they're close to you.
Everything else debuffs or controls the enemy which benefits yourself and the whole team.

And as for buffing sets for solo play... Dark Miasma and Trick Arrow have n o powers you must have a teammate to use - Dark Miasma's Rez can be used without a defeated teammate as a stun
Storm summoning's only "teaming" power would be it's single target heal (which also gives some buffs). But, if you are playing an "Anything but mind control/ controller" you can get full use out of any set whose powers require a teamed living ally after 32 (controller pets).

I'm just playing my first buffer and I'm a bit confused about who you can target with what. Is it just that all single target buffs are unable to be used on the caster?
